The property consists of two houses converted into one property, with a large conservatory added in 2004. There is a beautifully landscaped rear garden with a waterfall, this was designed to be safely accessible and was re-landscaped following the addition of the conservatory. The property remains in keeping with the other houses in the road and is in a quiet residential area of St Albans. St Albans is an historic town, which boasts a lively town centre with various and wide ranging amenities. The town centre is a short car journey from the home. The home provides residential care in a family style environment for younger adults who have a learning disability. It also has its own mini-bus to support service users to access their community. The last key inspection of this service was carried out on the 24th May 2007 when the rating awarded was 3* Excellent. This unannounced random inspection was made by one inspector over five hours on the 4th May 2010; The rating of 3* Excellent remains the same. During this visit we focused on some of the key standards of the Care Standards Act 2000 relating to Adults. This report is written using accumulated evidence gathered prior to the inspection including information contained in the AQAA ( Annual Quality Assurance Assessment) completed by the Manager, information in the pre-inspection surveys sent to the service users staff and to other stakeholders in the service and also takes account of statutory notifications sent periodically to the Commission by the home. During this visit we had in depth discussions with the homes Manager, made a tour of the building and gardens and spoke with a number of the residents and with the staff who were on duty. We found that the home provided an excellent spacious environment for its service users. It was clean and tidy equipped to a high standard with all the required furnishings and equipment to provide a homely environment. There was evidence of an ongoing maintenance programme and individual service users rooms were seen to be comfortably furnished with items of their choosing and equipment provided that they needed to enable them to follow as independent a life style as possible. We found that there were plenty of staff on duty to meet the assessed needs of the service users and to ensure their protection and the smooth running of the home. The service is fortunate in being able to retain a stable staff group with a high number of staff having worked at the service for many years and to have thereby developed a very good understanding of the needs of the service users many of whom have also been long standing residents in the home. Staff told us that they have excellent training opportunities and the manager demonstrated how she constantly reviews skill gaps so that an annual training plan for all staff can be developed. Recent training for all staff had included a course on the Mental Capacity Act and DOLs deprivation of liberty implications for the service. The home currently has 100 of its staff holding professional qualifications either NVQs at levels 2,3 or 4 or Registered Nurses with either RGN, RMN or RLDN qualifications. We found that the staff have regular supervision meetings and attend monthly staff meetings which were seen to be properly recorded. The employment records evidenced that the homes recruitment processes are thorough with all the required checks being made and that this ensures protection for the service users. The information given to us by the service users in their survey replies told us that they felt well supported by the staff. One comment was I am very happy here the staff are very kind and I have lots of things to do. Another said I like the food and the staff help me I like living here. During our visit it was seen that a good and easy rapport existed between the staff and the service users and that several of the service users introduced themselves to us in a confident and enpowered manner.Several were happy to show us their rooms and to talk about their life style in the home. Care Homes for Adults (18-65 years) Page 4 of 9 We found that all the people who use the service have a weekly activity programme planned to meet their individually assessed needs. Various day centres and college classes are attended and the home gives good attention to developing activities in the local community where staff assist a small group to go out to a place of their choosing perhaps to take lunch in a restaurant or visit the local shops. A recent holiday at Centre Parcs proved very enjoyable as the varied range of activities offered covered the needs and interests of all the service users. All holiday and recent parties were seen to have been recorded pictorially and residents showed us the albums where it was seen that an attractive collection of these photos had been made. One service user was helped by staff to show us on a laptop the pictures of a visit they had made to their family.The staff encourage service users to maintain relationships with their families and several are able to make day or staying visits to see them on a regular basis. Comments made by relatives on the pre-inspection surveys were all entirely positive about the services that their relatives received. One comment said The home looks after my relative very well I miss them very much but I do not have to worry for although they need a lot of care I am happy that this is given with competence and kindness at Beau Sejour. Another said My relative is cared for very well with patience and understanding. All the staff are very kind and helpful both to my relative and to me when I visit and they enable my relative to lead a good life. Three care plans were examined and these were found to be exceptionally well recorded in a person centered format with very good detail given of every aspect required. A detailed social care and medical history had been recorded along with the current assessed needs and how these could best be met to meet both the needs of the service user in a safe manner and to accord with their wishes. The plans evidenced through the regular updating of risk assessments the homes good awareness of the need for diligence concerning the safety and protection of their vulnerable residents. Staff training on Adult protection was seen to be up to date and staff and service users were familiar with the Complaints procedure. There have been no complaints or adult protection investigations since the last inspection.The care plan details evidenced that the service has developed and maintains close working relationships with local medical and other professional services. Visits to these agencies were well recorded with actions plans and outcomes noted. All staff have attended training concerning the mental Capacity Act and DOL, deprivation of liberty processes and any implications for service users have been noted on their care plans. The home uses a MDS monitored dosage system for medication storage and administration. The records examined were found to be accurately maintained and kept up to date so that an audit of medication received into and leaving the service could be followed. Comments made on the report compiled by the visiting pharmacist who regularly inspects the medication arrangements in the home included this service takes great care with all aspects of its medication arrangements and keeps meticulous records. Beau Sejour provides an excellent standard of personal and health care support the meet the individually assessed needs of each service user. The service works hard at providing an environment where each individual service user can reach their best potential and lead an independent life style within their abilities and their own safety. The comments made on the pre-inspection surveys completed by service users and their relatives were all very positive about the service.
Care Homes for Adults (18-65 years) Page 5 of 9 The Manager was able to provide all the written evidence that we asked for during this unannounced inspection and all the records examined were found to be well compiled and to be maintained up to date. Health and Safety practices including infection control measures, water temperature monitoring and fire testing and evacuation practices are carried out regularly thereby providing a safe environment for the service users and the staff. The service follows its clear financial and accounting procedures thereby safeguarding the finances of the people who use the service. During this visit it was seen that the service was consistently and professionally managed and that the manager and supporting staff had a calm approach and an open and inclusive management style that constantly listened to the views and wishes of its service users.
