If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Glebe Lodge is a residential care home that is registered to provide care for up to 17 residents whose primary care needs are due to them having a diagnosed mental illness; three of whom are aged between 50 years and 65 years of age. Annual Service Review Page 2 of 6 2 5 1 1 2 0 0 8 by the Care UK group who focus on providing rehabilitation services for residents with mental health difficulties. Glebe Lodge is a listed building; it is a large, detached house set in its own grounds. All bedrooms are single person occupancy spread over three floors. There are no en-suite facilities at the home, however all bedrooms have a vanity unit. The home has three bathrooms, one of which is fitted with an assisted bath and one is a shower room. The home has two lounges, one of which remains a smoking lounge, and a dining room. There is a large car park to the rear of the house with gardens to the side and front. There is a four-person passenger lift to assist residents around the home. There are a number of steep steps to the front of the property and ramp access is available to the rear of the home. Glebe Lodge is situated close to the town centre with good access to cinemas, local shops, library and park. Stockport town centre, motorway network and public transport are easily accessible. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some information about how the service operates and is staffed. Information we have about the service may have managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. What other people may have told us about the service. The previous key inspection and the results of any other visits that we may have made to the service in the last 12 months. What has this told us about the service? We received the annual quality assurance assessment (AQAA) before the date the manager had to send it to us. Details were very brief although all the information requested had been completed. Since the last key inspection carried out in November 2008 the service has continued to be managed by a person who has yet to register with the Care Quality Commission (CQC). A requirement was made at that inspection that a suitable candidate be put forward to the Commission for Social Care Inspection (now CQC) to be assessed for suitability to become a registered manager of the service. It is important that the service is managed by a person who has had their fitness assessed to ensure they have the competencies and abilities to run the service in the best interests of those people living and working there. Within the AQAA the manager has told us what they consider have been improvements to the service in the last 12 months and this has included, regular reviews and updates of peoples care plans to ensure their current needs are being met, increased in-house training for all staff, regular supervision and annual appraisals of staff have been completed and ongoing redecoration and upgrading of furniture in areas such as bathroom, small and large lounges and the dining area of the home. In the last key inspection report we were told that people are also encouraged to maintain self-help and domestic skills, they are able to influence changes that are planned for the service, for example choose the decor with regards to refurbishment, choose the destination of outings that are to be arranged. People enjoy the food and Annual Service Review Page 4 of 6 drink provided, and have open access to snacks and drinks. It is important that people using the service feel valued and have their independence and choices maintained wherever and whenever possible. We were informed during a recent telephone conversation with the manager that one person living in the home had undergone a Deprivation of Liberty assessment to ensure their rights and liberty had not been restricted unfairly and that suitable advocates had been involved in this process. Due to the nature of the service it is important that peoples freedom of choice, independence and rights be considered at all times by someone skilled to do so. Within the AQAA the manager has also told us what they think the service does well and this includes, We provide a safe and secure environment for residents, all care packages are geared to the individuals needs, staff training and refresher courses are ongoing, regular (staff) supervision takes place, residents meeting take place and interaction with residents is friendly and supportive. The manager tells us that equipment such as Gas appliances, Fire alarm, Lift and Emergency call systems are all regularly serviced and maintained. It is important that things such as equipment used in the home has been serviced or tested regularly by a suitably qualified person to minimise risks to people living and working in the home. We (the Commission) have received a small number of notifications from the management team about incidents involving people using the service. The manager confirmed over the telephone that no other incidents requiring notification had taken place within the last 12 months. The manager told us that no complaints had been received by the service in the last 12 months. We (the Commission) have received no complaints or safeguarding referrals about the service in the last 12 months. What are we going to do as a result of this annual service review? The Care Quality Commission will continue to monitor information about this service and will carry out an inspection when required.
