The property is a large detached building situated in a quiet residential area of St Leonards. Accommodation is provided on three floors, having a passenger lift that provides level access to all rooms. Glenmuir House has been registered as a care home since 1978 and owned by Angel Healthcare Limited since June 2004. The gardens, surrounding the home, are well kept and readily accessible to the service users. The home is approximately one mile from the town centre and sea front. A bus service runs

What did we do for this annual service review? The last key inspection for this service was undertaken on the 11 September 2008 where the quality rating was judged as good- 2 star We looked at all the information that we have received or asked for since the last key inspection or annual service review. This included The annual quality assurance assessment AQAA that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service these are called notifications and are a legal requirement. Telephone contact was made with the home on the day of the Annual Service Review so as to clarify any changes to the service. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. What has this told us about the service? The AQAA was received 06 July 2009 and contains clear, relevant ( though brief) information that is supported by a range of evidence. The AQAA lets us know about changes they have made and where they still need to make improvements. It shows how they are going to do this. The data section of the AQAA is accurately and fully completed. The home have comprehensive written information about the home, its services and facilities which is provided to all prospective people who may use the service. The homes inspection reports, the Service User Guide and Statement of Purpose are available in the home. The AQAA states that the home is a warm and friendly home, which is well maintained. It also states that staff retention is very good, which allows the people who use the service to feel safe and secure, seeing familiar faces and receiving consistency in care. The Philosophy of Care and Statement of Purpose clearly set out goals for equality and diversity. Admissions are not made to the home until a full needs assessment has been undertaken. This includes offering an invitation to view the home to prospective resident and relatives. Trial visits are encouraged. The home ensure that all the people who use the service have a plan of care for all aspects of daily living and long term outcomes based on the care management assessment and the homes own assessment of needs. The home review each care plan regularly and more frequently if it is required. Each care plan includes risk assessments Annual Service Review Page 4 of 7 which are also reviewed regularly. The service respects the human rights of people using the service with fairness, equality dignity, respect and autonomy underpinning the care and support being provided. The home are very flexible regarding visitors visiting their family/friends as long as consideration is shown to all the people who live in the home. The home provide a range of activities and this is an area that is identified as an area to improve with more outside trips and integrating in to the community. The home invite the family to take part on birthdays and other festive celebrations. The home keeps a full record of complaints and this includes details of the investigation and any actions taken. Unless there are exceptional circumstances the service always responds within the agreed timescale. The AQAA states that there has been one complaint received and there have been no safeguarding alerts raised. All staff receive training to protect the people who use the service and a robust recruitment process also promotes the safety of the people who use the service. Staff members are trained and competent in health and social care matters. The home arranges training on health care topics that relate to the health care needs of the people who live in the home. Induction training is in line with the Skills for Care requirements. Staffing levels are reviewed regularly against the needs of the people who use the service. The home provides a physical environment that is appropriate to the specific needs of the people who live there. There is a continual programme of redecoration in place The manager has a clear understanding of the key principles and focus of the service based on clear values and priorities. The manager is aware of current developments both nationally and by Care Quality Commission and plans the service accordingly. The previous report was positive and the AQAA reflects that the five requirements made at that time have been implemented. This was demonstrated in the AQAA, which stated that training in infection control and medication administration has been undertaken and that there is now a medication audit in place to monitor medication practices. The home continues to let us know about things that have happened since our last key inspection through notifications to us and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review?
