If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service St Raphaels is a care home providing nursing and social care for up to fifty-eight people suffering with dementia. Within this number they are able to accommodate eight residents with a learning disability under the age of 65 who need care and support. The Trustees of the Order of St Augustine of the Mercy of Jesus are the owners. The organisation has other home in East Sussex. St Raphaels is situated in extensive grounds near to the hamlet of Danehill. The nearest towns are Haywards Heath and Burgess Hill. The home provides twenty-eight Annual Service Review Page 2 of 6 single rooms and fifteen shared rooms. There are several lounges and dining areas. The chapel attached to the home is open to local residents. Set in landscaped grounds, there are attractive enclosed gardens as well as lakes and woodlands. Residents can access these safely. The homes literature states that one of its main aims is to provide unique high quality care, which enables individuals to lead valued and fulfilled lives with freedom to make choices. The home provides nursing care and support to residents who are both privately funded and those who are funded by Social Services The current fees for the service at the time of the last key inspection in September 2007 ranged from £605 to £625 per week. We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: * The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. * Surveys returned to us by people using the service and from other people with an interest in the service. * Information we have about how the service has managed any complaints. * What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. * The previous key inspection and the results of any other visits that we have made to the service in the last 12 months What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it and it was fully completed and clearly outlined where they have improved over the last twelve months and the planned improvements for the next twelve months. It gave us detailed information on all parts of the service, in addition to some numerical information. The previous inspection was completed on 6 September 2007 at which time the rating of excellent was made. As a result of that visit no requirements or good practice recommendations were made. An Annual Service Review was carried out on 24 September 2008 and the outcome was that the home continues to provide an excellent service. The home has said that it is good at getting feedback from people living in the home and their relatives and supporters, through regular questionnaires and residents meetings. Residents and their families are invited to care plan reviews to ensure they agree the contents and ensure care is delivered as the resident prefers. People moving into the home are provided with detailed information on the services offered and a thorough assessment process is in place. The home has recently updated the admission assessment form and intends to update their brochure and website as part of the improvement plan. Care plans are regularly reviewed monthly to ensure they accurately reflect current care needs. The AQAA demonstrated that complaints are handled in line with the homes policies and procedures and staff receive regular training in Safeguarding Adult. There is a clear plan to ensure staff training matches residents needs to ensure they have the skills and knowledge to deliver consistence care based on individual needs. Of the 43 care staff, 21 either have or are working towards gaining National Vocational Qualification level 2 therefore the home is on target to meet the required 50 of care staff with this qualification. All staff who complete National Vocational Qualifications at level 2 or above are paid an enhanced rate in an effort to reduce staff turnover. Since September 2007 the service has reported significant events that have happened Annual Service Review Page 4 of 6 in the care home, as they are required to do. There is on-going maintenance with a refurbishment and redecoration programme for all parts of the home. As part of its improvement plans the home intends to carry out an audit of all equipment in the home and of bed rails. The home has an on-going staff training programme and all staff are encouraged to take up National Vocational Qualifications as soon as possible. There is evidence from the AQAA that the service is continues to look at ways of improving what they do, to ensure good outcomes for those receiving a service. We looked at the information in the AQAA in conjunction with other information and our judgement is that the home continues to provide an excellent service and that they know what further improvements they need to make. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 5 September 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
