The home provides care for up to 38 older people, with rooms on two floors with a passenger lift between the levels. All the rooms are single and en-suite. The home is well maintained, pleasantly decorated and clean. The gardens are well maintained and are regularly used by the service users and there is a gate to the adjacent school where community links have been formed. The manager said there is

This Random Inspection of The Herons consisted of pre-planning the inspection, which included looking at previous inspection reports and information we have received since the last key inspection. This included the Annual Quality Assurance Assessment, (AQAA), which is a self-assessment tool sent to us prior to our visit. The AQAA was comprehensive and demonstrated how peoples needs are met and provided information about the range of services and facilities offered to people, the quality and skill-mix of staff and the management of the home. It told us the improvements that have been made, and the improvements planned for the future. We looked at a selection of records, including care plans, medication records and personal care records. We observed how staff respond and meet peoples needs and spoke in detail to a member of staff and a resident. A recently admitted resident was fully assessed and a care plan prepared. Staff were aware of the assessment process and said information is available to them prior to anyone moving into the home. The resident confirmed an assessment had taken place and was very happy with how the admission was managed. The care planning system in use is being fully used and understood by staff, however this does not assist staff in assessing peoples mental capacity or identify any deprivation of liberty. The acting manager had not considered how this care planning system will work when the change of legislation takes place from The Care Standards Act to The Health and Social Care Act. Staff were aware of promoting peoples health and a resident confirmed her health was well cared for. Medication was well managed with the exception of a resident self medicating eye drops without having been assessed. Assessments were seen for other residents who were self medicating and the acting manager said this had been overlooked and she will ensure an assessment is carried out. Staff were treating residents respectfully and were aware of who the homes dignity champion is. A resident told us she thought staff were good at respecting residents. Information about interests and what activities take part were recorded in the care plan. A resident was seen knitting and this was listed as one of her interests in her care plan. Visitors are made welcome and a resident said her family took her out last Sunday as a surprise. The resident spoke of making choices and said the home could not be better. Everywhere looked clean and tidy and a resident said how nice everywhere was kept. The registered manager has recently retired and the management systems that have been built up are being continued by the provider and the new acting manager, who previously held the position of deputy manager. The acting manager is in the process of submitting an application to become the registered manager.
