What the care home does well

The person living in this home is well cared for in a family environment. The resident has known the owners and their son for 31 years and is therefore one of the family. He is happy and content in the home. He enjoys going on holidays with the family.

What has improved since the last inspection?

A new kitchen has been provided. A new Plasma television has been provided in the lounge.

What the care home could do better:

As he is an important part of the family where improvements are required they are already being implemented.

The home is located on an estate on the outskirts of the market town of Spalding where there are shops and community facilities. The home is indistinguishable from the other houses in the road and within easy walking distance of a supermarket close to the estate and the town centre. The house has a garden at the back laid to lawn, flowerbeds with patio, gazebo and water feature. There is also an attached conservatory overlooking the garden. No staff are employed as the home is registered for personal care for one person who has a learning disability. As the home does not employ any staff there are parts of this report that do not apply to this home. 14 Belisana Road DS0000002675.V264787.R01.S.doc Version 5.0 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. This inspection was unannounced and started at 9.00 a.m. It took place over one and a half hours. The inspector spoke to the one person who lives in this house together with both the owners one of whom is the manager and their son. The main method of inspection was “case tracking”. This involved looking at the one resident’s records, discussing the care with them and discussions with the owners of the home. JUDGEMENT – we looked at outcomes for the following standard(s): 1 and 2 The person has lived with the owners of this home for 31 years and is therefore a member of their family. The person’s needs are therefore fully met. EVIDENCE: The owners of the home are well aware of the residents needs and he has written terms of admission to the home. The home does not employ any staff. The manager has extensive knowledge in supporting/caring for people who have a learning disability. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7, 8, 9b and 10 The resident’s care and health and welfare needs are met. EVIDENCE: The person had a care plan, which gave details of his needs. This included a personal healthcare record including his background, disability, general health, mobility and lifestyle. A daily record is also kept in a diary. He is routinely involved in discussions about his needs, interests and activities. This includes what he wishes to eat and how he wishes to spend his day. This was evident during the inspection when he was asked what he wanted for his lunch and how he wanted to spend his day. Although the home does not employ any staff the person helps around the house. The tasks involve general housework and cleaning his bedroom. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11, 12 and 16 There are social and leisure activities provided which provide stimulation and enjoyment. Meals are nutritious and offer a healthy and varied diet. EVIDENCE: The resident is treated as one of the family and mixes with other members of the family. There is a programme of activities throughout the week, which include swimming on a Monday, trips into Spalding on Tuesday and Thursday, food shopping with the family on Wednesday and a trip out on the Friday. On the day of the inspection a trip to a garden centre was to take place. Activities and holidays are discussed with the resident before being arranged. A family holiday took place in Edinburgh in June 2005 and the family had just returned from a break in Bromley Kent. The resident spoke of his enjoyment at these holidays. The resident eats his meals with the family and on the day of the inspection had just had his breakfast and was having a coffee. 14 Belisana Road DS0000002675.V264787.R01.S.doc Version 5.0 Page 10 Personal and Healthcare Support The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): The resident’s health and emotional needs are met. EVIDENCE: The resident has no identified medical needs and is registered with a local GP. He is also on no prescribed medication. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23 Any concerns raised are acted upon EVIDENCE: As the resident is a member of the family, any complaints or concerns are raised in day to day conversation. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 27, 28 and 30 The resident lives in a comfortable, clean and well maintained home. EVIDENCE: The resident lives on the second floor. The large bedroom was very personalised with bedroom furniture, shelving, television, videos, HiFi and computer games console. Next to this room is a toilet and washbasin with shower. One member of the family shares this. The home was clean and there is a domestic washing machine/tumble dryer. There is a large comfortable lounge with plasma television and a new suite of furniture, DVD, HiFi, pictures, ornaments, photographs and mementoes. There is a conservatory leading to the back garden. There is also a dining room, which leads to the kitchen, which has been refurbished to a very high standard with new units and a cooker. JUDGEMENT – we looked at outcomes for the following standard(s): 37, 39, 42 and 43 The home is well lead by a competent, experienced, caring and committed manager ably assisted by her husband. EVIDENCE: There was a calm, relaxed family atmosphere. The resident told the inspector that he was very happy and was mixing with the family. There was laughter and smiles during the inspection. The owners have extensive knowledge of the individual needs of the resident, which have been gained from contact with him over 31 years.
