What the care home does well

Residents needs are reflected in a care plan and they are enabled to be independent. Residents choose, shop for and cook their own food with support. The staff are supportive of residents and the home is well managed. The house is clean, tidy, homely and safe. Residents are offered a range of recreational and occupational activities and are supported to be part of the local community.

What has improved since the last inspection?

Residents` choices are respected using risk assessments. The provider carries out monitoring visits.

What the care home could do better:

Care plans need to be reviewed and the reviews dated and signed. The home needs an up to date copy of the Multi-Agency Vulnerable Adult Protection document `No Secrets`.

No additional conditions of registration apply. Date of last inspection 1st February 2006 Brief Description of the Service: 151 Ratcliffe Road is a detached property with three single bedrooms, situated on a busy road in Sileby. The home is clean, comfortable and homely and does not stand out from its neighbours. Shared accommodation consists of a lounge, dining kitchen and enclosed garden. The home is part of Homefield College. Students are initially accommodated at the college site, moving to one of the houses when assessment determines the requirement for greater independence in a longer-term placement. The three young people accommodated at this home are all full time students funded by Social Services and all have now been accommodated at this home long term. Residents are given information about the home when they arrive and inspection reports are made available. It was not possible to determine the scale of charges as the manager was not present on the day of the inspection. 151 Ratcliffe Road (Homefield College) DS0000001672.V311102.R01.S.doc Version 5.2 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The primary method of inspection used was ‘case tracking’ which involved the inspector selecting two residents and tracking the care they receive through review of their records, discussions with them and with the care staff and observations of care practices. Residents made the following comments: • • • • ‘We go to church and sing’ ‘I like the Tuesday Club’ ‘I like my bedroom’ ‘I find staff easy to talk to’ The inspector made a plan prior to the visit summarising available information from the previous inspection report and service history. The inspection was positive indicating good outcomes for residents. No requirements were made. Two good practice recommendations were made. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2 Quality in this outcome area is good. The inspector made this judgement using available evidence including a visit to this service. Personalised assessments ensure that prospective residents’ diverse needs are identified and planned for before they move into the home. EVIDENCE: Two residents have been at the home for some years and one has recently moved there from another within the Homefield College group. All had useful assessment documents in their files generated within the home and in one case by social services. The resident who has recently moved to the home stated that she was able to choose to move there. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6,7,9 Quality in this outcome area is good. The inspector made this judgement using available evidence including a visit to this service. Residents have care plans and risk assessments that cover all of their individual needs. These enable them to make choices, take risks and for their needs to be met. EVIDENCE: All residents have care plans. Those that spoke with the inspector stated that they contributed to the development of the plans. Care staff have recorded information about all residents’ needs and strategies to support them to meet their needs. There was some evidence that the content of plans had been reviewed although this was inconsistent and had not been dated. The format of plans is currently being upgraded. Staff have also produced risk assessments for residents that help to maximise their independence. One resident spoke with the inspector and was clearly aware of her risk assessments, particularly with regard to going out on her own. Residents stated that they are able to make decisions about their lives. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,15,16,17 Quality in this outcome area is good. The inspector made this judgement using available evidence including a visit to this service. The promotion of residents’ rights, provision of activities within the local community, contact with families and the quality of the food all contribute to a positive lifestyle. EVIDENCE: Residents spoke enthusiastically about activities that they are offered and all have a programme of day care activities within local colleges. A recent holiday was described and one resident stated that ‘we go to church and sing’. A resident is clearly looking forward to a planned trip to see a Beatles tribute band. Residents are supported to access the local community according to their risk assessments. One goes out alone to local shops and to visit friends. Residents are able to maintain contact with their families who are closely involved in their care. Residents stated that they are treated with respect. There are addressed by their preferred name and are able to open their own mail. Residents carry out domestic tasks on a rota basis. A member of staff supported one resident to clean the bathroom. They shop for the ingredients and prepare the meals with support. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18,19,20 Quality in this outcome area is good. The inspector made this judgement using available evidence including a visit to this service. Residents’ personal and healthcare needs are met and they are protected by medication policies. EVIDENCE: Residents are registered with a local GP and all stated that they are satisfied with this. They said that staff support them if they are unwell. Staff use an excellent form to record appointments along with any advice or outcomes. JUDGEMENT – we looked at outcomes for the following standard(s): 22,23 Quality in this outcome area is good. The inspector made this judgement using available evidence including a visit to this service. Residents are protected from abuse and their concerns and complaints are listened to and acted upon. EVIDENCE: The member of staff who was present during the inspection has attended training regarding adult protection and demonstrated a sound knowledge of the home’s procedures. The home has a copy of the Multi-Agency Vulnerable Adult Protection document No Secrets, which is out of date. The home is recommended to contact the local adult protection team to order a new copy. Residents appeared to be aware of the complaints procedure, which is robust and comprehensive. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. JUDGEMENT – we looked at outcomes for the following standard(s): 24,30 Quality in this outcome area is good. The inspector made this judgement using available evidence including a visit to this service. Residents benefit from living in a house that is homely, comfortable clean and safe. EVIDENCE: A resident showed the inspector round the home. All areas of the house were homely, clean, and in good repair. The inspector made this judgement using available evidence including a visit to this service. Residents’ needs are met and are protected by the recruitment and retention of a well-trained, experienced staff team. EVIDENCE: It was not possible to inspect staff records, as the manager was not present. The member of staff present stated that staff are not appointed until they have all necessary references and criminal records checks. The home has a training programme for staff that reflects the needs of residents. One resident stated that staff are ‘very good, you can talk to them about anything’. The inspector made this judgement using available evidence including a visit to this service. The home is well managed, residents’ views are sought regarding the running of the home and their health and safety are protected. EVIDENCE: The residents and staff who spoke with the inspector stated that the home is well managed and the manager is approachable and supportive. One resident said ‘I find her very easy to talk to’. Residents are given questionnaires to record their views of the home. The responsible individual for the home monitors it with regular visits. All records regarding health and safety are kept in a folder.
