Conditions of registration: 1. Personal care to be provided to no more than 4 service users with a learning disability. 27th February 2006 Date of last inspection Brief Description of the Service: 42 Robin Hood Road provides care for up to four adults with a Learning Disability. The premises are a semi detached `Edwardian Style` house situated in a residential area in Brentwood. All service users have a single bedroom and use of a large communal lounge and kitchen/dining area. The garden is situated to the rear of the property and is well maintained. A sensory garden has been designed and built. The home is situated approximately half a mile from Brentwood Town Centre and within easy reach of other local facilities. This is an overview of what the inspector found during the inspection. The site inspection was unannounced and lasted for 2.5 hours. A further 2.5 hours was spent looking at survey returned by relatives, staff and other professionals in contact with the service. (these surveys are sent out by CSCI previous to the site inspection.) However as a result of resident’s communication difficulties, the inspector was unable to communicate verbally with individual residents or for them to complete surveys that were sent out. During the inspection, the inspector spoke with the two staff on duty, observed the interaction between staff and residents. A tour of the building took place and a sample of the home’s policies, procedures and records were inspected. What the service does well: What has improved since the last inspection? Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 2 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home’s admission process remains well managed. Prospective residents are formally assessed prior to admission. EVIDENCE: Policies and procedures are in place regarding pre admission activity such as a prospective service user visiting the home and assessments to be carried out prior to them moving in. The Service user guide and statement of purpose uses both photographs and pictorial references to enable individuals to understand its contents in a communication form familiar to them. Surveys sent out to service users and advocates confirmed that new residents are offered a number of visits and consultation meetings prior to any move in date. The intended outcomes for Standards 6 – 10 are: 6. 7. 8. 9. 10. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 6,7 and 9 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents are enabled and empowered to participate within all aspects of life in the home. EVIDENCE: Robin hood road uses a person centred approach when organising care plans and includes individual’s wishes, aims, goals and views. Staff have also introduced and continue to develop `objects of reference` and a pictorial guide to assist and enable service users in making decisions on a day-to-day basis. This system also enables service users to have some understanding of the daily routines and activities planned i.e. a choice of items are offered to service users related to individual food items so as to make their preference known for lunch or the evening meal. Individual diaries were observed for all service users. Reviews of Care plans were evidenced and are carried out every three months and have a 6-month review, which may also include families and other professionals. Infringement of Rights pertaining to individuals was clearly identified and documented. The home holds regular residents meetings and the organisation promotes service user views by holding a three monthly service users forum. Advocacy is

It is noted that service users are involved in people first international a group in Havering, ‘supporting people with LD around the world to control their own lives’. Risk assessments were evident for both care plans and associated documentation inspected. Assessments were noted to be comprehensive, detailed and included evidence that these had been reviewed and updated to reflect service users changing needs. Service users have lockable storage in their rooms for finances and valuables. Within the service users care plans is a section called ‘my money’ and include individuals needs and views. All service users finances have a good system that accounts for individual’s transactions. All correspondence relating to benefits, bank accounts and charges are well documented. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,15,16 and 17 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents are encouraged and supported to participate within a range of social, educational and leisure activities. EVIDENCE: A weekly programme of activities is displayed within the home and detailed within individual service user care plans. The home operates an `open visiting policy` whereby service users can receive visitors at any reasonable time. On inspection of nutritional records/menu’s, these evidenced a varied diet for service users. Records detailed that service users are enabled to have takeaways and meals out. Service users are encouraged to choose their own meals from items displayed within small food containers. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 18,19 and 20 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Resident’s personal and health care needs are well managed. The home’s medication processes and procedures are appropriate. EVIDENCE: Service users are given a choice of how they would like to be supported concerning personal care and this is recorded in their care plans, including things like when they like to get up or go to bed, dislike and preferred routines. Care plans highlighted Individual health needs and evidenced that service users are professionally assessed and offered services that catered for their ‘specific’ needs. Healthcare needs of service users are met and appropriate professionals are consulted when required i.e. Occupational Therapist, District Nurse Services, Community Psychiatric Nurse Services, GP, Dentist, Opticians and behavioural therapists. The home operates a key worker system and staff spoken with were able to demonstrate a good understanding of service users needs. A Monitored medication dosage system is in place for service users. Medication is stored in a lockable cabinet and the administration records were being maintained in accordance with agreed procedures. Record sheets had been correctly recorded and signed for.

This judgement has been made using available evidence including a visit to this service. The home has appropriate policies and procedures pertaining to complaints and adult protection, which protect residents from abuse and respond to their concerns. EVIDENCE: No complaints or Protection of adults concerns have been received since the last inspection. All staff have received Protection of Vulnerable Adults training. The home has appropriate policies, procedures and staff training in place for protecting vulnerable residents which protects against abuse and respond to their concerns.There remains clear guidelines and strategies for managing both physical and verbal aggression. The Commission considers Standards 24, and 30 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Robin Hood Road provides residents with a good standard of accommodation, which is homely, comfortable and safe. EVIDENCE: On the day of inspection the home was, odour free, comfortable, and safe and kept up to a good standard. Residents’ bedrooms are individualised and personalised according to their personal preferences, likes and dislikes. There is a large accessible garden to the rear of the property and this includes a sensory garden. Accommodation provided meets the needs of the service users at Robin hood Road. This judgement has been made using available evidence including a visit to this service. Staffing levels at Robin Hood Road remain appropriate for the numbers and needs of existing residents. Residents are protected by the homes recruitment procedures. Training and staff supervision is actively encouraged to ensure good delivery of care to residents. EVIDENCE: Staffing levels at Robin Hood Road remain appropriate for the numbers of service users and have the necessary skills and experience required needs of existing residents. Training and staff supervision is regular. In previous inspections the home has evidenced it has appropriate recruitment procedures, these records were not available during this inspection, due to the managers being on training and being stored away securely. This judgement has been made using available evidence including a visit to this service. The home is well managed and resident’s, benefit from a well run home. EVIDENCE: Service users are benefiting from a strong management team and the level of service is good. Recording of minutes, regular meetings, addressing issues raised in the different services and an action plan were present. The home has developed a quality assurance survey that will allow individuals or their representatives to give appraisal of the service, staff and environment provided.
