Conditions of registration: 1. This home currently accommodates one resident over 65 years of age. Date of last inspection 14th September 2005 Brief Description of the Service: 51 Quarry Road is a small care home owned and jointly run with 50 Quarry Road. The two homes are separately registered although the owners are considering applying to change this to one registration for both homes. The two homes offer flexible and informal family based care and support to five residents who have experienced difficulties with their mental health. The two houses, one semi-detached and one detached, are located at the end of a quiet lane in a pleasant residential area of Ryde and there is a large garden area and an area of land where the owners keep ducks and chickens. As separately registered homes, there are separate inspection reports for 50 and 51 Quarry Road based on one joint inspection but both reports refer to 50 and 51 Quarry Road collectively as the home. This is an overview of what the inspector found during the inspection. This was the second unannounced inspection in this inspection year and took place over two visits to the home on 11th and 27th January. The inspector spoke to two residents who were at home and wrote to the other resident to offer them the opportunity to feedback any comments they may have. Inspection comment cards were also sent to health and social care professionals who visit the home. Both residents said they were happy in the home and with the care provided. Most of the standards were assessed at the previous inspection on 14th September 2005 and as there have been no changes to the residents or to the home; only a few of the National Minimum Standards were assessed at this inspection. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23 Residents said they were happy in the home but would know what to do if they had any complaints. EVIDENCE: As a small family run home that does not employ any staff, the manager has daily contact with the residents and deals with any issues as they arise. There have been no complaints for many years. The manager is very aware of the need to ensure that the residents are protected from abuse, neglect and self-harm and monitors this on a daily basis and in discussion with the residents. All of the residents have a care manager and any concerns would be referred to the relevant person in the community mental health team. The manager demonstrated a good knowledge and awareness of the residents’ needs and is able to access specialist services to support the residents whenever needed. JUDGEMENT – we looked at outcomes for the following standard(s): 24 Residents live in a comfortable and homely environment. All of the residents have their own bedroom. EVIDENCE: Residents have their own door key and can come and go as they wish although they are asked to let the manager know if they are going to be out late or not in for meals. Although the bedrooms vary in size, all of the residents said they were happy with their room and enjoyed having the privacy of spending time in their room if they want to. There is a shared bathroom for three residents in 51 and a shared bathroom for 2 residents in 50 Quarry Road. There are designated smoking areas with some restrictions on smoking in the dining room during mealtimes. The home is clean and tidy and residents have allocated tasks during the week to keep their own rooms and the shared rooms clean. Residents do their own washing up. JUDGEMENT – we looked at outcomes for the following standard(s): 37 – 43 The home is a domestic and family run establishment and the residents live with the family. The manager and her family have daily contact with the residents and it is evident that the home is run in the best interests of the residents. EVIDENCE: The residents have lived in the home for a number of years and enjoy a good relationship with each other and with the manager and her family. The manager has many years of experience working in care and has enrolled to achieve the Registered Manager Award; hoping to complete this within the next 12 months. Since the last inspection the manager has completed a oneday refresher course in mental health awareness and a session on Emergency First Aid for all of the family is planned for February 24th, run by St John Ambulance. (Management and First Aid training were requirements from the last inspection and these are in the process of being addressed). Quarry Road (51) DS0000012585.V251367.R01.S.doc Version 5.1 Page 17 The Health and Safety Inspector recently visited the home but as the home does not employ any staff, an inspection was not required. The inspector spoke to three of the five residents and it was evident that they have choice in their daily living activities and their rights and privacy are protected and respected. The manager sees the residents every day and all of the residents get together in the evening to have a meal together. Formal systems of quality assurance or customer satisfaction are not appropriate in this family run home but it is evident that the residents are consulted on a daily basis. The manager makes sure that the residents have a regular review of their care needs with the community mental health services and any issues or changes in care needs are addressed. The residents are aware of fire safety and respect the ‘house rules’ for smoking in designated areas, and are aware of the regular checks on the fire alarm. Recommended good practice is for the manager to ensure that residents know how to use the fire extinguishers and fire blankets whenever necessary and residents know what to do in the event of a fire.
