What the care home does well

Care plans are well written and are kept up to date. Residents have an active and fulfilling lifestyle. Staff help residents keep in touch with their families and friends. There is a system in place to help residents complain and staff are trained to know how to protect residents from abuse. Staff relate well to residents and receive training to meet their needs. There are enough staff on duty to meet their needs. The home is well managed and systems are well organised.

What has improved since the last inspection?

Staff are developing individual activity programmes.

What the care home could do better:

The home is behind in achieving the target of 50% of all staff having NVQ 2 and above by 2005, however a programme of NVQ is in hand.

Date of last inspection 11/01/05 Brief Description of the Service: Langley Road provides twenty-four hour care for up to five people with learning disabilities who are encouraged to participate in a variety of life experiences and day care activities to enable service users to lead fulfilled lives underpinned by “ The Five Accomplishments To Ordinary Living” (John O’Brien).The aim at Langley Road is to provide a high quality residential service underpinned with comprehensive care planning and risk assessing to reflect individual needs and preferences of the people living there. This was a routine unannounced inspection carried out over a two and a half hour period on a weekday morning. The focus was to follow up progress from the previous inspection and to inspect some of the standards. The requirements from the previous inspection have all been carried out. The inspector spent time observing some of the morning routine, talking to staff on duty and sampling records. The communal areas of the home and bedrooms were seen. Staff helped non-verbal residents communicate their views about food and activities. This was a positive inspection and there are no requirements or recommendations from this visit. JUDGEMENT – we looked at outcomes for standard(s) 6 Care plans show staff how to meet residents care needs. EVIDENCE: Care plans were sampled and these are in a revised format. They have been signed by all staff to show they are familiar with them. Care plans are detailed and have the residents’ photo for identification. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 13, 15 & 17 Staff are helping residents enjoy a variety of activities. Residents keep in contact with their families and friends. Residents benefit from a varied diet and can help in meal preparation. EVIDENCE: Activities provided in house are being developed and assessments of are taking place to see which activities individual residents like best. On the inspection day, four residents were taken Ten Pin Bowling and out for lunch. It was apparent from the residents’ reactions that this is a popular activity. All residents including a wheelchair user are able to take part. Some residents also have regular day services activities and one resident had as session on the morning of the inspection. One resident attends a day centre three times a week. All residents are due to go on a weeks holiday to Blackpool. Staff assist residents to keep in contact with their families either by telephone, e mail or visits. Some families take residents out. One resident who has limited family contact has recently re-established contact with a cousin who he hasn’t 60 LANGLEY ROAD H51-H01 11275 60 Langley Road V232008 260707 Stage 4.doc Version 1.30 Page 11 seen for many years. A summer barbeque was held to celebrate the birthdays of three residents and fifty people, including families were invited. Staff helped a resident express his views about food. He showed how he helps staff prepare hot drinks or a meal. Staff said that they carry out cooking activities eg cake making. Menus were seen and show a varied selection of meals. An alternative is offered if a meal is refused. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for standard(s) 22 & 23 There is a system in place to handle residents complaints. Staff are trained to help them know how to protect residents from abuse. EVIDENCE: There is a complaint procedure in place and staff were aware of the process. There has been one complaint since the last inspection made by a member of staff about the hoist being broken. This matter has been resolved. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24 Residents’ benefit from a well cared for home, which is close to local facilities. EVIDENCE: The house is well situated for access to Slough town centre. The home is kept clean and well maintained. New lounge furniture is due to be delivered and internal decoration is taking place when the residents are on holiday. Some residents were happy to show their rooms and these are spacious and homely. Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 33 & 35 Residents benefit from a staff team who receive training to meet their needs. There are enough staff on shift to meet their current needs. There has been a delay in meeting the NVQ target but this has not affected the outcome for residents. EVIDENCE: There are nine permanent staff and four Milbury bank staff are used to cover vacant shifts. A new deputy manager has been appointed and is due to start work soon. In the week, there are four staff on an early and three on a late shift. There is one waking and one sleep in night staff. These arrangements seem to meet the residents current needs. Staff were observed to relate well to the residents. Staff spoken to had received relevant training to meet the needs of the residents. A programme of NVQ is underway but has been delayed due to staff changes. A senior support worker had nearly finished NVQ but the college lost all of her work. She is due to restart this soon. JUDGEMENT – we looked at outcomes for standard(s) 37 & 42 Residents benefit from a well managed and organised home. Health and safety checks and servicing is carried out to keep residents safe. EVIDENCE: Standard 37 was not fully inspected on this visit however there was positive feedback from staff about the manager. He is described as a friendly boss, who knows his job and the residents well. He listens to staff views and challenges poor practice in an acceptable way. The senior support worker who was on duty has carried out a lot of the recent development work. Systems and records were found to be well organised Health and safety records were sampled and these were up to date and well maintained. Shift leader guidelines include reminders of routine health and safety checks that are due.
