What the care home does well

Support staff continue to evidence that they have a very good understanding of individual residents care needs. The relationship between resident`s and support staff is positive. Residents are encouraged and supported to take an active role within the day-to-day running of the home i.e. menu planning, food shopping etc. The registered provider remains committed to providing appropriate training for all staff members. All residents within the home receive a weekly programme of activities, which are tailored to meet their specific needs, likes and dislikes.

The home is a two storey detached residence, which was originally built in the 1970s as a children’s home, and was later, in 1989 refurbished and registered as a Christian based home run by Walsingham. The home’s facilities include a living room and separate dining room and each resident has their own single room. There is a spacious garden with a separate patio area. The home is situated at the end of a no through road next to a private housing estate and is located close to local shops and Basildon town centre. The home is within walking distance of public transport facilities. This was a routine unannounced inspection conducted by Michelle Love, inspector and lasted approximately 2.5 hours. A number of records pertaining to care plans, staff training and complaints were inspected. Discussion took place during the inspection with the registered manager, two members of support staff, one relative and one resident. Although the resident was unable to verbalise, their comprehension and understanding of questions asked were very good and they were able to contribute effectively to the inspection. What they could do better: The registered manager must ensure that a completed care plan is devised for all resident’s residing at the care home. Although the care plan was partially completed for the newest resident to be admitted to Luncies Road, other important information was not recorded within the document and was not easily accessible. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2, 4 and 5 Prospective residents are assessed prior to admission. The home enables prospective residents the opportunity to visit the home and undertake trial visits. Each resident is issued with statement of terms and conditions. EVIDENCE: Since the last inspection the home has admitted one new resident. A pre admission assessment had been completed and supporting information was evident from the resident’s previous placement, social worker and speech and language therapy department. Records also indicate that the prospective resident undertook several trial visits to the home, including day and overnight stays. Each resident is issued with a contract, which clearly sets out the terms and conditions of residence. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7 and 8 The home has a good care planning format, process and procedures in place to ensure that resident’s needs are detailed, so that support staff are able to deliver good care. EVIDENCE: On inspection of the care plan for the newest resident to be admitted to Luncies Road, it was evident that not all elements of the care plan had been completed. Information relating to the resident’s inappropriate behaviour’s were not detailed or comprehensive and no information was recorded pertaining to the specific nature of the resident’s behaviours, possible triggers and guidance for staff interventions. It was positive to note that the care plan was in both a pictorial and written format. Some elements of the care plan had been conducted with the resident. Risk assessments were devised for the most areas of assessed risk. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: No standards relating to Standards 11-17 were inspected on this occasion. All but one standard was inspected at the inspection of 3rd October 2005 and seen to meet the required standard/regulation. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 All residents receive access to a range of healthcare professionals and services. EVIDENCE: Individual residents have access to a range of healthcare professionals and services as required i.e. Community Nurse Services, Consultant Psychiatry, GP etc. Healthcare records for residents are recorded within individual diaries and include purpose of visit and outcomes. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23 The homes complaint and protection of vulnerable adults policies and procedures protect residents from abuse and enable resident’s views to be heard and acted upon. EVIDENCE: Since the last inspection the home has received no complaints or Protection of Vulnerable Adults issues. A pictorial complaints format is available for residents. The inspector was advised that most support staff have attained adult abuse awareness training and training pertaining to Prevention and Management of Behaviours that Challenge (PACT) are up to date for all members of staff. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: No standards relating to Standards 24-30 were inspected on this occasion. At the previous inspection to the home standards 24 and 30 were inspected and seen to meet National Minimum Standards and Care Homes Regulations for Younger Adults (18-65). JUDGEMENT – we looked at outcomes for the following standard(s): 32, 33 and 35 Staffing levels within the home remain appropriate for the needs and numbers of residents residing at Luncies Road. The registered provider is committed in providing support staff with appropriate training to meet residents’ needs. EVIDENCE: On inspection of staff rosters, these evidence that staffing levels within the home remain appropriate. No staff vacancies are available at present. No new members of staff have been recruited to the home since the last inspection. Since the last inspection some staff have received training pertaining to Health and Safety, Supervision Skills, Food Hygiene, Report Writing and First Aid. JUDGEMENT – we looked at outcomes for the following standard(s): 37 The home is well managed and well run. EVIDENCE: The home benefits from a competent manager and stable staff team. Morale within the home appears good and following discussions with two members of support staff, it was evident that staff have a very good understanding of residents needs. Rapport between residents and support staff is positive and appropriate. Since the last inspection the registered manager has completed the Registered Managers Award.
