Room 12, ground floor, is unsuitable for wheelchair dependent service users. 5th April 2005 Date of last inspection Brief Description of the Service: Albany Park Nursing Home is a purpose built care home registered to provide nursing care for a maximum of forty-three service users. Albany Park is to provide nursing care for older people. It is owned by GSG Nursing Homes Ltd. The home is a detached four-storey building. All bedrooms have en-suite facilities. This is an overview of what the inspector found during the inspection. This unannounced inspection was undertaken as part of the annual inspection process. The inspector also sought to confirm that the four areas for improvement found at the last inspection were addressed. The inspection took place over one day. The inspector spoke with five people who live at the home, and three staff. The inspector also spent time observing the care being given and the interaction between staff and people living at the home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 Service users have sufficient information on how their needs are met. EVIDENCE: Service users said that they had been consulted about their needs and were generally satisfied with the care provided. The inspector saw that since the last inspection, service users and their representatives had been consulted about the contents of their care plans. Three files of new service users were seen and found to contain all the required assessments. Fall assessments were in place. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 13 14 Service users are provided with sufficient and varied activities to meet their needs. Service users are supported to maintain contact with relatives and other representatives of their choice. Service users are able to make choices about how they live in the home. EVIDENCE: The registered manager explained that a new activities person was providing activities. Service users spoken to confirmed that music, bingo and games had been provided. A voluntary group visits twice a week. Service users have an opportunity to practice their religion and four service users who wish to attend church are assisted to do so. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 There are sufficient staff available to meet the needs of service users at all times. Staff do have the skills to meet all the needs of service users. EVIDENCE: A review has been carried out of the staffing level within the home. This confirmed that the staffing level was sufficient to meet the needs of service users. The rota showed that the staffing level was being maintained. Since the last inspection, the home has achieved 50 of staff with the NVQ in care. Records confirmed that nursing staff had received training on tissue viability. The registered manager explained that on-going support had been obtained from the tissue viability nurse to ensure that service users receive appropriate tissue viability care. All other training was up to date and the registered manager had planned training to ensure that staff continue to have the skills to meet the needs of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 31 35 The manager has the necessary qualifications to manage the home effectively and ensure that the needs of service users are met. Service users’ financial interests are protected by the home’s procedures. EVIDENCE: The registered manager has a nursing qualification and has completed a degree in health care. Service users and staff said that the registered manager was supportive and understanding of their needs. Either relatives or social service departments manage most service users’ money. Two service users’ money is managed by the home. Each service user has a separate account and any expenditure is recorded.
