CSCI found this care home to be providing an Excellent service.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Staff at Amberwood are able to meet the needs of the people who live there. People who spoke with the inspector said that they were pleased with the care and service they received everyday from all the staff that cared for them. The activities board has different activities on it for the people who live at the home to take part in if they wish to. At inspection this was evident as activities took place in the morning and in the evening. The atmosphere at the home was relaxing and pleasant.

What has improved since the last inspection?

The overall appearance of the home continues to be improved with an ongoing maintenance programme. This is beneficial to the people who work and live there. Water is recycled from the roof and used to flush the toilets in an effort to be more environmentally aware of savings that individual homes can make. The kitchen has been refitted.

No person falling within category PD(E) may be admitted to the home when there are six older people with a physical disability currently residing at the home. Date of last inspection Brief Description of the Service: Amberwood is residential home providing care for up to 31 older people. It is situated on the out skirts of Wigston in Leicestershire. The home is a detached property set in it’s own grounds. The home offers accommodation on the ground and first floor. The first floor can be accessed via the stairs or the lift. There are 31 single rooms. All the bedrooms have ensuite facilities. All areas of the home, including the bedrooms, are decorated to a high standard. The home has two lounge areas, three quiet rooms, there are sitting areas around the home in communal space and two conservatory areas, which are all used by the residents All bedrooms have television and telephone extension points. Current fees range from £430.00 per week. The Service User Guide and the Statement of Purpose are available in the hallway. A copy of the most recent inspection report is available from the office. The quality rating for this service is 3 star. This means the people who use this service experience excellent quality outcomes. The focus of inspections undertaken by the Commission for Social Care Inspection (CSCI) is on outcomes for residents and their views of the service provided. The home provides care for up to thirty-one people. On the day of inspection there were thirty people living at the home, one person was in hospital. The inspection took four and a half hours to complete. Preparation included examining inspection records and looking at the service history and annual quality assurance record (AQQA). This is information sent into CSCI when requested about the service that is provided at Amberwood. A discussion was held with five people who lived there. The primary method of inspection used was “case tracking”. This involved speaking with or observing the people who use the service provided, looking at two peoples care plans and making observations. Care plans are records about the care or support provided for an individual. All the required key standards were inspected during this visit. There were no previous concerns and no requirements were made at this inspection. The Registered Manager and a senior member of the care staff at inspection assisted the inspector. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Prospective individuals and their relatives are given information about the home in order to make an informed decision about whether the service is right for them. The personalised needs assessment ensures that individuals’ diverse needs are identified before they move to the home. Intermediate care is not offered at this home. EVIDENCE: Each individual is invited to visit the home prior to admission. However, due to individual circumstances this is not always possible. The responsibility for conducting the care assessments is with the Matron of the home. Each individual is assured that they will be able to meet their needs. A Service User Guide and Statement of Purpose are available to all new people interested in staying at the home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. This judgement has been made using available evidence including a visit to this service. At Amberwood care home staff are successful in delivering appropriate care to individual residents. People living there have their care needs met. Individuals are enabled to remain in charge of their own medications. EVIDENCE: Two care plans were inspected. Care, social and mental needs were addressed. Care plans included a record of residents’ interests and during the inspection this was seen. This is recorded in the activities and social care section of this report. People who spoke with the inspector said that when they were unwell the doctor visited. If they needed an eye test the optician came to the home. Health care specialists visited whenever they were needed or people attended Amberwood Care Home Limited DS0000066184.V366687.R01.S.doc Version 5.2 Page 11 appointments in the community with the assistance of family or staff members. The two care plans seen also verified this. Medications of two case tracked people at the home were checked. They were satisfactory. Two people at the home continue to administer their own medications. The senior member of care staff at inspection explained that a staff member would check with the two self-medicating people that they continue to remain happy taking their own medicines. As part of the self auditing at Amberwood a senior member of staff at the end of each shift checks that medications have been given as directed and any gaps identified and explained. Two controlled drugs medications were checked. Staff at the home follow good practice guidelines and included all the measures needed to ensure the safety of medicines. (Controlled drugs fall under the Misuse of Drugs Act 1971 which aims at checking the unlawful use of the drugs liable to produce dependence or cause harm if misused). In this way peoples’ medicines are safeguarded. People who spoke with the inspector said that the staff was friendly, polite and courteous to them at all times. This judgement has been made using available evidence including a visit to this service. Activities within the home succeed in meeting the identified daily and social needs of residents and the outcome is positive for the residents. EVIDENCE: Activites seen by the inspector appeared to suit the needs of the people living at the home. On the day of inspection activities took place during the morning and again in the evening. People were involved in singing and gentle movements in the morning and a church gathering in the evening. Individuals felt that their cultural an spritual needs were catererd for whist living at Amberwood. Visitors were seen visiting friends and relatives during the day and later in the evening. There are a number of quiet areas throughout the home where individuals can talk priviately if they wish to different from their bedrooms. Individuals who spoke with the inspector said that they took part in board games and bingo and won prizes or vouchers that they could buy items with Amberwood Care Home Limited DS0000066184.V366687.R01.S.doc Version 5.2 Page 14 including hair dressing services from an external hairdresser. Some peoplle said that they went out in the local community. Many people said that their visitors were made to feel very welcome and that they felt they were still in contact with their local community. Individuals said that the food at the home was very good and that they liked the food provided for them to eat. A meal at tea- time was seen and it looked pleasant. This judgement has been made using available evidence including a visit to this service. There are policies and procedures for dealing with complaints and protection thereby giving protection to the people living at Amberwood. EVIDENCE: The Commission of Social Care Inspection has not received any complaints about Amberwood Care Home since the last inspection. People who spoke with the inspector explained what they would know what to do if they had a problem and knew that the Matron would address them. There are policies in place for dealing with complaints and protection. The Registered Manager/responsible individual was able to show the inspector the staff training records. Staff receive training on the Protection of Vulnerable Adults (POVA). Staff who spoke with the inspector was able to demonstrate their understanding of the issues involved ensuring that people living at Amberwood are protected in this way. The complaints book was checked and satisfactory. The complaints procedure is included in the Service User Guide and Statement of Purpose. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 19 and 26 Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. Amberwood provides people who live and work there with a safe environment. EVIDENCE: ‘This is a lovely home, it really is.’ This was a comment from soemone living at the home. Two bedrooms of were seen and public areas were clean, safe and well maintained. Each bedroom was pleasant and clean some having nice views. A handy person is employed at Amberwood who ensures the routine maintenance needs of the home are met and records are kept for this. The Registered Manager is also involved with the maintenance of the home. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29 and 30 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. People living at the home are well supported by the culture and life style within the home and feel safe with the staff that supports them. EVIDENCE: The recruitment records of two members of staff were inspected and were satisfactory. Staff receives regular training and are part of an ongoing training programme. Over half the staff has a National Vocational Qualification (NVQ) level 2 in care. Staff receives induction when they start working at the home. Many of the staff has been at the home for a number of years. This has helped to create a stable environment for people living at Amberwood. People at Amberwood who spoke with the inspector said that they felt the staff were well trained and felt that they were able to provide for their needs. The staff rota indicated that people who lived at this home had their needs met by the flexibility of the staff. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. This judgement has been made using available evidence including a visit to this service. The home is run in the best interests of the people who live there. EVIDENCE: People living at Amberwood live in a home, which is run and managed by persons who are fit to be in charge and able to discharge their responsibilities fully. It remains a family run business and seems to work well. The Registered Manager provides Quality Assurance Questionnaires for relatives and professionals who visit the home. There is a strong ethos that the home is open and transparent with the views of both the people who live at the home and staff listened to and valued. Advocacy groups form part of the decision making process when needed including decisions over financial matters. Families also share responsibility with the individual over their financial affairs. The Registered Manager explained that all statutory requirements under Health and Safety are met. Records were available for inspection.
