There is a shaft lift to all floors. Of recent date the lower ground floor has not been in use for residents. The maximum registration number is 30 but the exclusion of bedroom space for 5 residents in the lower ground floor effectively means there is only space to accommodate a maximum number of 25 residents. There are overall five potential double rooms but all the other bedrooms are single occupancy. There are two communal lounge areas and a dining area. April House is registered to provide care for older people with dementia. It is situated on the sea front of Westgate, within easy reach of Westgate shopping centre and several seaside towns, with the community and transport resources that implies. There is some off-street parking available (for 3-4 vehicles) and unrestricted kerb-side parking on Sea Road. And there is an enclosed garden to the rear. This home was subject to a voluntary closure from 13th September 2007 to 18th October 2007, when its registration certificate was reinstated. Despite its reinstatement, the home has not resumed active business since then and has, therefore, been classified as a dormant service for the purposes of the regulatory framework, subject to periodic review. The inspection process took two hours, and involved a meeting with both proprietors and an inspection of every room in the property. Before its voluntary closure in September 2007, this care home was judged to be offering a poor service. Although it had some strengths, there were serious and important weaknesses judged likely to affect the welfare of the residents. The proprietors served the Commission with a Voluntary Closure notice, though they subsequently requested the reinstatement of their registration. The reader will note that its status as a dormant service automatically accords each section of the report with a quality rating of “adequate”, so to be consistent with other dormant services. This is the Commission’s draft guidance and does not take into account this home’s previous quality rating or any progress with matters raised for attention, should this apply. It should be noted that requirements were made in the previous inspection of this service. Whilst it is accepted that it is not therefore possible to regulate these requirements while the home remains non-operational, should it resume operating as a care home, then it will be subject to a Key Unannounced Inspection to ensure that all of the National Minimum Standards have been properly addressed and outstanding requirements met. A number of hand basins and furniture had been stripped from the premises, and there was evidence of some water damage to one area, which had been partially repaired.
