The College may under limited and agreed conditions make arrangements for assessment of applicants under the age of 16 years old. 10th November 2005 Date of last inspection Brief Description of the Service: Ashleigh College provides a fixed term residential service for students who are diagnosed as having Aspergers Syndrome. The service has evolved over a number of years and Ashleigh College now specialises in meeting the care, developmental and educational needs of students with this syndrome. Placements at the college usually last three years. Ashleigh College is part of the European Services for People with Autism Limited (ESPA) the organisation has a number of autisim specific resources across the North East region. The college is situated in the Newcastle suburb of Gosforth.There is easy access to local amenities as well as the city centre. The college and grounds are spacious and well maintained. This is an overview of what the inspector found during the inspection. The inspection started at 11:00am and lasted for approximately 4 ½ hours. During this time the inspector spoke to eight of the students’ seven members of staff and the deputy manager. Records and the building were examined. What the service does well: What has improved since the last inspection?
Accommodation has now been completed and made available to students who have to rely on a wheel chair and it is used for overnight assessments. The vocational skills unit has now been built so more activities are available to the students. A secretary has now been employed at the college, which will allow the staff to spend more time with the students. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Students are supported to become more independent at the same time staff try to reduce the risks so they are kept as safe as possible. EVIDENCE: Staff said that the students are supported to be as independent as they can be safely. They are encouraged to make choices and decisions about what they want to do. Some students want to travel independently. A risk assessment is carried out to plan how to minimize the risk. One students said that they now travel home by themselves they said that staff were ‘great’ and that they ‘helped me to use the train’. Staff said that they have worked with some students who can now manage their own medication and go out to the shop by themselves. Staff said that they regularly look at the options open to the students in relation to work, leisure and social activities. At the same time they have to be realistic about the choices. Records showed that students choose what they want to do and that they have individual trips out. The deputy said that risk assessments have been carried out before any activity so the risk are minimised as much as possible. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 The students are treated with respect by the staff so they can learn how to treat other people with respect. EVIDENCE: The deputy manager said that staff support the students to acquire skills and become more self-sufficient. They have the same rights as everyone else to make choices but as stated earlier they have to look at the risks at the same time. Sometimes the risk may be to great for instance one young person wanted to try parachute jumping but staff decided that the risk was to great for it to be part of their college activities. Students said that they have their own keys to their rooms if they want. Staff will always ask before they enter their bedroom and that they can have privacy if they want. One student said that they could spend time alone if they wanted. Staff said that they work with the students around enabling them to have appropriate relationships. A lot of students when they attend Ashleigh College make friends with other students. They learn about relationships building, taking turns and other interpersonal skills. Staff said that the student’s rights are respected.

The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 The college has policies and procedures for dealing with medication to ensure that the students are kept safe. EVIDENCE: The deputy manager said that the colleges policies and procedures are being reviewed and improved upon at the present time. One improvement is the use of a staff handover book that staff will check whenever they come on duty. This is to make sure any changes in medication are passed on and staff are kept up to date. Staff are also going to have refresher training. The medication records were up to date. Any discrepancies are taken very seriously. JUDGEMENT – we looked at outcomes for the following standard(s): 23 Procedures are in place to protect the students from abuse so they can feel safe. EVIDENCE: Staff said that they have had training in how to protect vulnerable people from abuse. They could describe the procedure to be followed if an allegation of abuse was made. One student said that they felt safe at college; if they had any problems they would tell the manager or their key worker. The said they could talk to all of the staff. One student said that his keyworker was his ‘friend’ and that he ‘could talk to him anytime’. A procedure for responding to allegations of abuse is available. JUDGEMENT – we looked at outcomes for the following standard(s): 34 Staff are vetted and have all of the checks carried out before they start work at the college so the students are safeguarded. EVIDENCE: The deputy manager said that the college’s recruitment procedure is used to check new staff. Newly recruited staff cannot work at the college until all checks have been carried out. Staff files were not assessed during the inspection as they are kept elsewhere. The deputy manager said that staff have an enhanced criminal records bureau check every three years. JUDGEMENT – we looked at outcomes for the following standard(s): 39 and 42 The college has procedures in place to promote the health and safety of the students so their best interests and rights are safeguarded. Managers visit the college regularly to check that the residential service is running well for the students. EVIDENCE: Staff said that regular fire drills are carried out and they have been trained in fire safety. Records showed that regular training is given to staff in fire safety so they are familiar with the procedures that must be followed if there is a fire. One student said that they did fire drills. The deputy manager said that risk assessments are carried out and recommendations from the fire authority are complied with. The deputy manager said that registered provider visits are carried out every month and a report is completed on how the college is running. Copies of the reports are kept at the college.
