They share the same manager, house 1 is registered for four people and House 2 has three people who have a diagnosis of learning disabilities and mental health needs. The aim of the service is to offer appropriate support to the people living in the home, including personal development and maintaining their independence skills. The house is a domestic property and offers single bedrooms to everyone living there. Each house has a rear garden and there is a common office located in an extension in one of the back gardens. The house is located approximately one mile from the town centre and within walking distance of local shops, pubs and transport links. The fee quoted by the manager was in the range of £700-£1300. We carried out this random inspection because we were alerted by the Health Care Commission that the service may have people living there that were not within their registration categories. The Healthcare Commission had been contacted by someone who wanted to remain anonymous who said they thought the home accepted people for admission who were detained under section three of the Mental Health Act 1983 and that some people were receiving nursing care. Any establishment in which treatment or nursing (or both) are provided for people liable to be detained under the Mental Health Act 1983 is required to be registered with the Healthcare Commission. We decided that the quickest way to find out if these accusations were true was by visiting the home and checking the files and talking to the manager. The inspection was unannounced. When we arrived the manager was on duty and made herself available to give us the information we asked for and answer our questions. We stayed at the home for two and a half hours.
