This inspection was carried out on 26th October 2005.

What the care home does well

The size of the home enables residents to experience a high level of one to one care. The home is staffed by the proprietor`s family and her committed staff providing residents with a homely environment.

What has improved since the last inspection?

There have been no significant changes since the last inspection. A new extension is being added to the organisation`s other home, which will have a knock on effect to this home.

What the care home could do better:

Staff training needs to be put back on the priority list, as staff have not received any service specific training.

The home is privately owned and managed. It is a family run home with all family members having a role to play. The family own a second larger home a few doors away. The home is situated in a residential area on the outskirts of Oxford. Local amenities are available as is transport to Oxford and beyond. Accommodation is provided in single rooms. A stair lift is available to enable access to the first floor. Assistance with bathing can be provided using a lifting bath seat. Staff have been trained in the use of this equipment. One bedroom is available on the ground floor. There is also a sitting room, conservatory and kitchen at ground level. The kitchen is used for snacks and drinks with main meals being cooked and sent over from the main house. The home also uses the main house for its laundry requirements. The home has a manager, senior carer and sleeping night staff. The home would be of particular interest to a resident who was looking for a small family home environment. This inspection is the second inspection of this home this year. The inspection took place on a midweek afternoon. The inspector toured the building, had informal conversations with the residents, and read core documentation relating to the care of the residents. No concerns were found at this inspection. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): All standards met at the last inspection. The home provides sufficient information on which prospective residents can make an informed decision. EVIDENCE: At the last inspection the inspector was shown the home’s brochure, which outlines what the home can and cannot provide. It was written in plain English and was easily understood. Each resident has a written contract/terms and conditions. Local authority funded residents are subject to a statutory yearly review. The proprietor assesses all prospective residents prior to admission. Admission is dependent on a mutual agreement that the home can meet the resident’s needs. An individual care plan is drawn up stating what the resident’s care needs are and stating how the home will meet them. Care plans inspected were comprehensive and clearly written. This documentation remains the same with Eden House III DS0000013168.V260703.R01.S.doc Version 5.0 Page 8 the exception of an additional clause in the residents’ terms and conditions regarding charging. This is an appropriate addition. The home does not offer an intermediate care service. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9,10. Residents’ health and social care needs are being met. EVIDENCE: Evidence was found at the inspection by reading residents’ files and in talking to residents that individual health, personal and social care needs are being met. This information was clearly presented and easily understood. At present no residents manage their own medication. The proprietor assists residents in the management of medicines. The home has appropriate policies and procedures to manage this in a safe manner. A random selection of medication was checked against the medicines administration sheet. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14,15. The home provides its residents with the opportunities to be fully involved in daily life and social activities to the full extent of their ability or willingness. EVIDENCE: The home provides a range of activities appropriate to the needs of its current resident group. Much use is made of the local pub and residents go out with staff members or their friends and families. Meals are cooked off the premises in the family’s other care home. The food is then transported a very short distance to the home. The main meal of the day is served at midday. A choice of hot or cold teatime meal is also provided. Feedback from one resident was very positive about the food. Snacks and drinks are made on the premises and tea and biscuits are freely available. A selection of past menus inspected showed a good range of fresh foods being used with personal choice very much in evidence. JUDGEMENT – we looked at outcomes for the following standard(s): 16,17,18. Residents’ rights are protected and they are made aware of how to make a complaint. EVIDENCE: The size and management structure of the home ensures that complaints if any are dealt with at source and without delay. The home has a formal complaints procedure. The home ensures that residents’ legal and financial rights are upheld and that residents are protected from abuse. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19,20,21,22,23,24,25,26. The home is fit for purpose. EVIDENCE: The inspector was shown around the home and with residents’ permission was shown their bedrooms. All bedrooms were individually styled with residents’ personal possessions much in evidence. The home has sufficient toilet and bathroom facilities. The home has a stair lift and an assisted bath lift. The proprietor and staff are trained in the use of this equipment. On the day of the inspection the home was clean and mostly free from odour. An Occupational Therapist’s assessment was carried out in March last year. The home is not suitable for wheelchair users. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27,28,29,30. The home is staffed in an appropriate manner. EVIDENCE: Staff are available at all times to provide care on a rotational basis. The manager and senior staff are available during the main body of the day. Two members of staff provide a sleeping night service. Residents have hand bells in their rooms for use in an emergency. The layout of the home is such that this system is rarely needed. Staff files showed that training had not been taking place as often as previously. The inspector requires that a forward plan of future staff training be placed in the staff file. JUDGEMENT – we looked at outcomes for the following standard(s): All standards met at the last inspection. The home is run and managed in a professional manner. The organisation has appropriate documentation to assist its staff to carry out their duties in an informed way. EVIDENCE: All standards within this section were assessed as met at the last inspection. No changes have been made to these documents and therefore these standards remain met.
