Elmsleigh is a period property in a peaceful area, set in extensive secluded attractive grounds approached by a long drive. Car parking is available. The home is situated in Par, approximately three miles form the town of St Austell. Residents private accommodation is set out across two floors in the main house where there is a stair lift to provide access to the first floor accommodation. Some of the bedrooms are only accessible to residents with good levels of mobility due to relatively steep stairs. All of the bedrooms are for single occupancy and there are sufficient bathing facilities. The new extension known as the bungalow is on one level and all single bedrooms are provided with en suite bathroom facilities. The communal facilities include two dining rooms, a variety of lounge areas and in the bungalow residents and their relatives have access to a communal kitchen. The home is run and managed by the registered provider and registered manager with a team of staff to assist them. The fees range from £330.00 to £675.00 per week. Toiletries, newspapers and certain activities are the financial responsibility of the resident. Care Homes for Older People Page 3 of 8 What we found:
This was an unannounced random inspection, which took place over three hours on the 6th November 2009 by Regulation Inspector Gail Richardson. The purpose of the inspection was to review areas of concern raised with us about the environment of the home. We had also not received notification under Regulation 37 of the Care Homes Regulation 2001, the required notification of an incident at the home and so took this opportunity to review records relating to that incident. There were 41 people currently residing at the home receiving personal care. Three people were receiving one to one care. There were 10 care staff on duty and also 2 cleaning staff, 1 laundry staff, 1 cook and 1 kitchen assistant. A tour of the home took place and a selection of the bedrooms and all communal areas were seen. We spoke with 5 people using the service and 5 staff. We looked at the care records and related documentation for one person. We observed some care practices and spoke with people using the service and staff. When we looked at the care records for the one person, we noted that the incident identified appears well managed. We would however request that the registered manager review the documentation and investigate the time prior to the incident being recorded to identify if there were any pre disposing factors which had not been documented. We require that a summary of that investigation be forwarded to us. The environment of the home is large and varied. There is an older building and a newer extension which is joined to the main body of the home. The people who have higher dependency needs are cared for in the older part of the building and this area is staffed accordingly. In this area there is also a smoking area and the kitchen and laundry. There is ramped access through the home and key pad access between each area.
Care Homes for Older People Page 4 of 8 We observed that the standard of hygiene varied . The older part of the home has areas which needed further cleaning and showed signs of wear and tear. These included the smoking area which was very dark and stained with three chairs seen to be very stained. Some carpets noted on corridors are marked and stained and in need of cleaning. The area outside the kitchen has flooring which needed to be cleaned. Some bathrooms in the older part of the home are in need of refurbishment/ repair. Some tiles were noted to be broken and flooring in one room was stained. One light fitting was seen to contain debris and one toilet brush was noted to be very stained. We spoke with cleaning staff who told us that 2 to 3 cleaning staff are on duty each day and they have enough equipment and supplies to clean to a good standard. One person told us that the older part of the home is harder to keep clean . There was no significant malodour, however one lounge smelt damp and it was noted that a dehumidifier was working on the day of inspection. This room was used by several people and the odour was evident through the lounge. The management of the home must ensure that all areas of the home have suitable fixtures and fittings which are in good repair and that all areas have a satisfactory standard of hygiene. The manager is further recommended to identify which bathrooms are in use and ensure that people and staff are aware which bathrooms are no longer suitable for use.
