Conditions of registration: 1. One (1) person under 65 years whose date of birth is 28.11.1942 Date of last inspection 17th October 2005 Brief Description of the Service: Fairways is registered to provide personal care, support and accommodation to a maximum of 28 older people. Situated close to the beach at Littlestone-onSea, and backing onto a busy golf course, this large, late Victorian, detached property is set in its own secluded grounds. A reasonably regular bus route is accessible approximately 10 minutes walk away. The home is owned by Mr David James. It is managed, on a day-to-day basis, by Mrs Alison Yarnley. The property has had several extensions to the original building, and offers 7 bedrooms with en-suite facilities (toilet and hand-wash basin), one of which is a double bedroom. The sharing of bedrooms only takes place by individual consent and as a positive choice. Two of the five communal bathrooms have fitted hoists, and seven communal toilets are well placed throughout the home. Several ground floor bedrooms have patio doors opening onto the garden. Interesting views are available from every window in the home. The offices are on the top floor, and a training room with separate wc is available. A range of in-house activities is provided each week, usually daily, for residents to access if they wish. Residents are encouraged to suggest events and activities though semi-regular meetings. The fees for this service range between £398 and £430 per week with additional charges for newspapers, chiropody and hairdressing. This is an overview of what the inspector found during the inspection. This unannounced inspection was conducted over a period of 6 hours. The registered provider was present and assisted with the process. A variety of records and documents were examined and a tour of the building carried out. Several service users and members of staff were spoken with about their experiences of living and working in the home. What the service does well: What has improved since the last inspection? Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 1,3,4,5,6 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Sufficient information about the service is provided to prospective service users to enable informed choices to be made. A full assessment of needs is carried out prior to admission. Prospective service users benefit from a trial period at the home. EVIDENCE: The statement of purpose and service user guide is available to residents and is clear about the range of facilities the home provides. Care plans examined evidence comprehensive assessments of service user needs have been carried out and reviewed. Some of the plans could do with a tidy up due to constant

The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9,10 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Service users healthcare needs are met. They are protected by the homes policies and procedures for dealing with medication. Their right to privacy is upheld. EVIDENCE: Care plans viewed are comprehensive in detailing the requirements of individuals with evidence of referral to other relevant healthcare professionals where necessary. The home has its own training facilities and staff receive training to ensure they have the appropriate knowledge and skills to give the right level of care and recognise when external professional input is required. The home has addressed the requirements of the last inspection and

Confidential records when not in use are securely stored and locks on service users rooms gives them privacy. A good rapport was observed between staff and service users with mutual respect and dignity. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14,15 Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. The home provides a range of activities to satisfy the social and recreational needs of service users. Service users are supported in making choices in their lives. They receive a wholesome and balanced diet. EVIDENCE: Service users spoken with were happy with the activities on offer and were observed doing crosswords etc supported by staff. The home brings in external entertainers on a regular basis and this is very much enjoyed by the residents. Photographs displayed in the home confirm there are opportunities for residents to follow their interests within the community. The kitchen has recently been refurbished and is well stocked with good quality food and fresh vegetables. A discussion with the cook demonstrated an excellent knowledge of residents likes and dislikes and confirmed the food budget enabled her to

The service takes all complaints seriously and acts to resolve them. Service users are protected from abuse. EVIDENCE: There have been no complaints to the commission and discussions with the management and staff team confirm that any issues would be taken seriously and resolved. Staff records indicate that all staff have received training around adult protection and reporting procedures and this was confirmed by the registered provider. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. JUDGEMENT – we looked at outcomes for the following standard(s): 19,20,21,22,23,24,25,26 Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. Service users live in a safe well-maintained environment with adequate personal and communal areas. Specialist equipment is provided to maximise service users independence. EVIDENCE: There has been significant capital investment by the registered provider to improve the home and its surroundings. Exterior maintenance has been extensive with all new double glazing and each service users bedroom has a door giving access to the gardens. There has been new carpeting laid and some new beds and mattresses. Door closers have been fitted to all doors and a new fire detection system fitted. Each room is now fitted with a call system

Specialist equipment (hoists) are provided when required and one bathroom has been converted into a walk-in shower room. The kitchen has been refurbished with wipe clean walls, new cooker, extractor and crockery. There is a good standard of furnishing throughout the home and residents bedrooms reflect their interests and lifestyles through personal possessions. This judgement has been made using available evidence including a visit to this service. Service users are supported by sufficient numbers of competent staff. Robust recruitment practices are in place. EVIDENCE: Staffing numbers on duty are sufficient to meet the needs of service users. Staff files evidence robust recruitment procedures involving references, and CRB checks. All staff undergo induction and statutory training and NVQ training is ongoing. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 31,32,33,35,38 Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. Service users benefit from living in a well run home and their health, safety and welfare is promoted and protected. EVIDENCE: The home has a good standard of record keeping and service users are protected by the policies and procedures that are in place. There are robust procedures in place for dealing with service users finances. The registered provider is commended not only for the financial input but also the personal interest in raising standards of the service. Service users spoken with commented positively about the care given by staff and staff were equally complimentary about the leadership and management of the home.
