We looked at all the information that we have received, or asked for, since the last key inspection. This included: What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What people have told us about the service. An annual quality assurance assessment (AQAA) was sent to the service. The accompanying letter said it is a legal requirement to fill in an AQAA when we ask for one and it must returned by the 14th July. We had not received the AQAA so contacted the home on 10th August and were told they didnt think it had been completed. We sent out surveys to people who live at Gills Top but at the time of the annual service review no surveys had been returned. What has this told us about the service? We did not have all the information that we need to help us complete our annual service review. We did not receive the AQAA which gives up important information about how well outcomes are being met for people using the service and some numerical information about the service. We did not receive any surveys. CQC have recently been involved in a safeguarding incident that highlighted some issues about Gills Top. The home did not follow safeguarding procedures and a safeguarding investigation raised concerns about the recording and reporting systems at the home. The registered manager is absent and the home is being managed with temporary management arrangements. The area manager said she is visiting the home more regularly and a manager from another Anchor Trust home is covering Gills Top two or three days a week. The home has let us know about things that have happened since our last key inspection and they have shown us that in the main they have managed issues satisfactorily, although the safeguarding incident showed us they had not managed this satisfactorily. What are we going to do as a result of this annual service review? Annual Service Review Page 4 of 6 We will bring forward our inspection programme and do an early Key inspection to look at the issues raised in this review.
