Conditions of registration: No-one under the age of sixteen may be accommodated in the home. Date of last inspection 03/07/05 Brief Description of the Service: Glebe House provides a wide range of day and evening services for adults and children who have a learning disability, many of whom also have a physical disability. The residential element of Glebe House, which is the focus of this unannounced Inspection, provides respite care in the form of weekend breaks (Friday p.m. until Monday a.m.) for fourteen service users, who prefer to be referred to as guests. This provision is only open twelve weekends a year and there is a waiting list. The flat in which respite takes place is registered to accommodate three guests for each stay, having one double and one single bedroom. There is a well equipped large kitchen dining room, and a generous sized comfortable lounge, in addition to toilet and bathroom provision. Glebe House stands within attractive and secluded gardens, close to the town centre of Loughborough. The provision is registered to accommodate adults from the age of sixteen, however to date no young person under the age of eighteen has received the weekend break service. This is an overview of what the inspector found during the inspection. The Inspection took approximately two hours and was the second statutory unannounced Inspection this year. Since the weekend break system is available only twelve weekends a year (one a month) the Inspector attended a social event, having recently undertaken the first Inspection during a weekend break. This provided an excellent opportunity to talk to relatives and service users who would otherwise have not been seen, (referred to as guests within the report) plus additional members of the staff team. In addition to this the Inspector visited the flat, which was being used for weekend break. What the service does well: What has improved since the last inspection? What they could do better:

JUDGEMENT – we looked at outcomes for standard(s) 7 Guests are positively supported to make decisions about their lives. EVIDENCE: • Both parents and guests described how they are regularly consulted about the service, and how prior to their weekend break, guests are personally contacted and invited to contribute to planning for the weekend. During the social event, the staff members were observed to communicate with guests, encouraging them to take part and to think about what they wanted to do, using their individual communication systems. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,14,15,16 Guests are enabled to enjoy an active and stimulating weekend break. EVIDENCE: • The Inspector talked to several weekend guests who were very enthusiastic about their weekend stays at Glebe house. Some were able to verbalise their thoughts more easily than others. One said ‘We go out swimming, I love swimming, that’s my favourite.’ Another talked about watching cricket on television, and another about going out shopping. Staff members also confirmed that guests are encouraged to undertake activities and hobbies that they are interested in. It was clear that the weekend break activities are service user led. Staff and parents said that positive friendships are developed and maintained through the scheme, and guests enjoyed telling the Inspector who their best friends were. Many guests request to have their breaks with their friends.

They praised the staff team for their commitment and encouragement. The guests and service users from the Glebe House day services were enjoying a barbeque and an evening of disco music at the time of the Inspection. It was also the occasion of a service user’s birthday party. JUDGEMENT – we looked at outcomes for standard(s) 24 Guests enjoy their respite breaks in a comfortable, colourful, and homely flat. EVIDENCE: • The Inspector spent most of this visit with the guests and their friends and families, and the staff team, in the main body of the house. The guests sometimes undertake activities here during their weekend breaks. This accommodation is spacious, colourful and utilised for other Glebe House services during the week. Some of the guests also attend here for a day service. The accommodation is equipped to meet service user needs. The upstairs weekend flat was visited; all rooms were looked at and were clean and comfortable. EVIDENCE: • During the Inspection, the Inspector spoke to three members of staff. Some work within other areas of the Glebe House service. They were positive about their NVQ studies, and knowledgeable about working with people who have both a learning and physical disability. They said that they enjoyed working within the weekend break scheme.
