Service User Categories DE(E) & MD(E) No person who falls within categories/combined categories MD(E) or DE(E) may be admitted to the Home when 8 persons of combined categories MD(E) DE(E) are already accommodated in the Home 11-05-05 Date of last inspection Brief Description of the Service: Goodwood Orchard is a tastefully extended house and provides an eighteen bedded home for Older Persons and Older Persons with and/or Dementia/Mental Disorder. It is sited back from a main road, and has the benefit of a large car park; and is served with a regular bus service into the City Centre. The local facilities, including shops are approximately a tenminute walk from the home. Accommodation is on both the ground and first floor. The ground floor offering two lounges and a dining room, with bedrooms being sited on the ground and first floor. Bathing and toilet facilities are sited on both floors. Goodwood Orchard has a large rear garden, with an aviary, seating for service users and mature trees and shrubs creating a peaceful and tranquil setting. This is an overview of what the inspector found during the inspection. This inspection took four hours to complete. The outcome of this inspection was very positive Residents spoken to indicated that they feel safe residing in the home and that they are well taken care of. Staff members spoken to indicated that they are adhering to safe work practices in the home. A chance was taken and the inspector looked at policies and procedures, talked to residents a relative and staff. A tour of the premises took place, which indicated that the premises are maintained to a very high standard creating a homely environment for residents. Some areas of the premises were being refurbished at the time of this inspection; this created a positive atmosphere in the home, as the residents enthused as to how the improvements would look on completion. What the service does well: What has improved since the last inspection?
Goodwood Orchard DS0000006308.V256772.R01.S.doc Version 5.0 Page 6 The medication process was being managed more appropriately, the comments from the last inspection being acted on quickly by the manager and staff. Other issues developed by the manager and staff group since the last inspection includes changes to the daily recording system and risk assessments for residents requiring transport by wheelchair. The lounge to the ground floor has been redecorated and car parking area has been tidied, with the addition of screening for the waste bins, further work is planned to create a small flowerbed in this area. Four of the six recommendations from the last inspection report have been actioned, with the final two well into the planning stages. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10 Resident’s privacy and dignity is recognised and upheld by staff. EVIDENCE: Staff were observed inter reacting with residents in a positive way, staff were observed knocking on a bedroom door and waiting to be invited in, by the resident. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14. Residents are assisted in making positive choices in the home; this gives residents the feeling of fulfilment and inclusion in the home. EVIDENCE: Residents are assisted in making informed choices by good care planning and staff communication. Residents, who have the capacity, continue to control their own finances. Residents are protected from abuse by a well informed staff group. EVIDENCE: Residents commented they felt safe in the home. The home is clean, hygienic and pleasant in appearance, which creates a homely environment. EVIDENCE: The staff group have a good awareness of protecting residents from cross infection and cross contamination by the appropriate use of protective clothing. Residents are protected by a well trained and knowledgeable staff group. EVIDENCE: The manager promotes staff training and development within the home, a number of staff have completed their National Vocational Qualification Level 2 award and have commenced level 3. Due to recent changes in the staff group, the home has dropped below the required 50 of trained care staff, required by the present legislation. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31 & 35. The management approach promotes effective care practice in the home for residents’ care and protection. EVIDENCE: The current manager has almost completed her National Vocational Qualification Level 4 award. No monies are currently held by staff on behalf of residents in the home. It is recommended that a training matrix is used to convey what outstanding training is necessary for each member of staff, and this is completed on an annual basis. It is strongly recommended that hot water signs be placed appropriately at wash hand basins in the home. It is strongly recommended staff test and record the temperature of the shower prior to residents using it. It is recommended that all hot water outlets accessible by residents in the home are risk assessed and any remedial action taken accordingly.
