The service should employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection The home is registered for a maximum of 112 service users to include: up to 48 service users in the category of DE (Dementia), up to 63 service users in the category of OP (older people over 65 years of age) and 1service user in the category PD (physical disability). 7th July 2005 Date of last inspection Brief Description of the Service: Greenfield care home with Nursing is part of BUPA care homes and is situated on the outskirts of northern Preston. The home is a purpose built modern property made up from four units. Oak, Elm, Beech and Maple each serve the needs of different residents and are assessed prior to admission to identify the best unit that will meet their needs. The home can provide care for 112 residents who may need nursing input and also provides care for people that suffer from dementia. There is a local garage that doubles as a newsagents across the road and a modern pub which serves food daily. This is an overview of what the inspector found during the inspection. This unannounced inspection took place over 3 hours and was carried out to ensure that compliance has been achieved to the requirements made at the last inspection. A tour of the premises took place and staff and care records were inspected. Three nursing staff were spoken along with a number of residents. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1,2 The homes Statement of Purpose and service users guide are excellent providing residents and prospective residents with details of the services the home provides enabling an informed decision about admission to the home. EVIDENCE: The range of information available to prospective residents includes good information such as photographs and feedback from quality assurance programme, which seeks the views of current residents. People living at the home liked the fact that they were asked to give their views and that these were then published in information about the service. Contracts were seen for residents who had been admitted into the home and all met the standard required. A number of residents were seen to be confused and two residents case tracked had a diagnosis of dementia. The home is registered currently to take 48 residents with dementia. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Complaints are handled objectively and residents are confident that their concerns will be listened to. There is a vulnerable adult procedure in place to ensure a proper response to any suspicion or allegation of abuse. EVIDENCE: The registered manager ensures that residents are protected from physical, financial or material, psychological or sexual abuse, neglect, and discriminatory abuse or self-harm. There are robust procedures in place for responding to suspicion or evidence of abuse or neglect to ensure the safety and protection of residents. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 21 The dated bathrooms used by the residents do not reflect the high standard of the environment seen elsewhere in the home. EVIDENCE: The bathrooms in the home are dated and unappealing. They have exposed pipe work, overhead toilet cisterns and cold tiled floors. In contrast to the rest of the home they are below standard. This has been brought to the attention of the previous manager and the present manager following a number of inspections. It was first highlighted as a requirement following the inspection in September 2003. The manager was required to improve the bathrooms within a twelve-month period and given September 2004 as a deadline. This has now passed and the bathrooms remain poor. EVIDENCE: There are suitable accounting and financial procedures that are adopted to demonstrate current financial viability. The insurance certificate was seen on the wall in the reception area and shown adequate cover. Written records were seen of all the transactions made on behalf of the residents and their money.
