Conditions of registration: None Date of last inspection 21.09.04 Brief Description of the Service: Greenview is set in a rural location in the centre of the village of Lockerly with limited local amenities being available. It provides residential care for up to 8 elderly residents, some of whom may have dementia. The home is on ground and first floors. There are a variety of aids and adaptations to allow residents to move about more independently. Six of the bedrooms are single, five of which having an en-suite facility, and one is a double. There is a communal bathroom with a toilet on the ground floor. There are large gardens around the building which include a gazebo and other areas where residents may sit. This is an overview of what the inspector found during the inspection. Four hours were spent visiting the home, during which time the opportunity was taken to look around the home, view records and policies and to talk to the owner and a member of staff. Most of the residents were observed making use of communal areas, several were spoken with, and three residents were spoken with at greater length in private. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1, 2, 3 and 6. The admission process is well managed with an assessment of needs being done to ensure these can be met. Residents are given clear information regarding the service to enable them to make an informed choice about where to live. EVIDENCE: The home has a comprehensive admissions policy with residents signing an admission procedure document. Two initial assessments were examined and contained a good level of detail regarding residents’ particular needs and wishes. Any special needs were well documented. One resident said that she had been attending the home for day care before deciding to enter the home on a permanent basis. There was evidence within the two files seen of a contract, signed by the resident, with the home.

The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8, 9 and 10. Residents are well looked after in respect of their health, medication and personal care needs, and have their privacy and dignity respected by staff. EVIDENCE: Care plans contain a good level of detail with a clear plan of action to meet assessed needs and are reviewed. Reviews are undertaken with residents who sign the review form if they want to. The two plans examined also contained information regarding access to specialist health care staff, and a nurse had recently visited the home following an accident, which had been recorded in the accident book. One resident said that her optician would visit her whenever she wished. The owner said that no residents are currently able to deal with their own medication, and written risk assessments confirmed this to be the case. There is a procedure for the dispensing of medication. Medication was securely stored and associated records were up to date. Observation during the inspection showed that staff have a good awareness of how to protect residents’ privacy and dignity. They were seen to knock on

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12. Residents enjoy varied lifestyles and undertake activities of their choice at a time of their choosing. EVIDENCE: One resident particularly enjoyed gardening and was pleased to show the inspector the work he had undertaken. Another resident said that she liked going out for walks and a further resident was observed to be making use of the garden. One resident said that she went to a club for the blind on a regular basis. The owner confirmed that various in house activities were made available which included, for example, musical entertainment. The home has a suitable complaints procedure which residents are aware of and feel able to use. EVIDENCE: The home has a complaints policy and procedure and a clear notice of how to make a complaint was on display in a public area of the home. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 20, 21, 23, and 24. A comfortable clean and safe standard of accommodation with suitable facilities to meet residents’ needs is provided. EVIDENCE: The home is well maintained and suited to residents’ needs. It is decorated and furnished to a standard that creates a homely ambience and there is a programme of redecoration and refurbishment in place. There is a lounge/dining area with plans to make this larger. There is a communal bathroom with a toilet on the ground floor with five of the six single bedrooms having an en-suite facility. Three residents’ bedrooms were inspected and were adequately furnished and looked homely, as residents had been able to bring items of their own furniture and possessions with them. One resident said that she was pleased with her room.

There are large and attractive gardens appreciated by residents, a previously identified trip hazard now having been removed. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27, 29 and 30. Staff at the home are soundly recruited and are employed in sufficient numbers to meet residents’ needs, although knowledge and skills in some areas will be enhanced through future training. EVIDENCE: The staff rota indicated there to normally be two carers on duty, in addition to the manager. There is a member of staff ‘sleeping in’ at night. A resident said there were ‘enough staff’. The two staff on duty were observed during the inspection to be providing assistance to residents in a kind and dignified manner. Two staff files examined indicated a sound recruitment process, and evidence of written references being obtained. A staff member spoken with privately said how much she liked working at the home. The owner informed the inspector that there were currently two staff who had obtained a National Vocational Qualification at Level 3, and one person at Level 2. The staff files examined confirmed attendance on a variety of short courses, although some staff need to update their training in First Aid and in Moving and Handling.
