What the care home does well

Hall Farm Cottage continues to offer a comfortable and secure setting for the residents. The small staff team is unchanged and they remain committed to the welfare of those they care for and the atmosphere between staff and service users is warm and relaxed. The building is very attractive and is maintained to a high standard.

What has improved since the last inspection?

The home continues to offer a good standard of care. Since the last inspection the main members of staff have commenced NVQ training

Hall Farm Cottages stands on the outskirts of the Norfolk seaside village of Bacton The home has its own transport.The home is located in an country cottage and all users have their own bedroom. The home has enclosed rear gardens, with a patio, lawns, flower beds and a vegetable garden. This inspection was unannounced and once again the inspector found a relaxed, happy domestic style service. All of the service users were spoken to although one was going out as the inspector arrived. The inspector was able to talk to both of the main members of staff and talk to the service manager. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 8 Those living at Hall Farm Cottages participate in all aspects of the life of their home and are able to freely express their views. EVIDENCE: Discussion with service users and members of staff confirmed a regime in which those cared for are fully involved in the life of the home. Within its small domestic environment service users contribute to the decision making process about daily routine, shopping, food preparation and leisure activity. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13 The residents of Hall Farm Cottage are enabled to enjoy their lifestyle and take part in a range of activity within the local and wider community. EVIDENCE: Discussion with the homes manager, two members of staff and service users, described a life style in which service users have a range of activity and daily routine which suits their needs and meets their wishes. The home is small and fairly isolated, however transport is available and people make use of local shops and pubs as they wish. Residents attend external courses in local towns and one has regular voluntary work at a seal sanctuary. Day services are offered from the providers main home, The Rookery, which is based on the site with opportunities to work on the farm and an extensive range of artistic and creative provision. The Rookery functions as a community in its own right and service users enjoy friendship and a sense of belonging. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Support to service users is offered in a way that they require and prefer. EVIDENCE: The inspector looked at the results of the provider’s survey of service user views of the care provided. These indicated happiness with the way they received support from staff. This picture was confirmed by service users talked to. Staff members told the inspector that they encourage people to make choices in their daily living. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for the following standard(s): 23 Residents are offered appropriate protection and care. EVIDENCE: Since the last inspection of the service one of the main members of staff has received training in adult protection and the two other staff have training planned. One of the service users told the inspector of his happiness with how he is supported and the impression given is of people who are relaxed and confident in their environment. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. JUDGEMENT – we looked at outcomes for the following standard(s): 24 Hall Farm Cottage is a comfortable and safe place to live. EVIDENCE: As on previous visits to the service the inspector found the home to be clean, warm, safe and very homely and comfortable. JUDGEMENT – we looked at outcomes for the following standard(s): 35 Staff have the training they need to meet the needs of those they care for. EVIDENCE: The service is small with two main members of staff employed. Since the last inspection both have begun working towards achieving an NVQ and inspection of their training records showed an appropriate range of training completed by them. One member of staff told the inspector how much she enjoys training and that she is encouraged and supported to train by her employer. JUDGEMENT – we looked at outcomes for the following standard(s): 39,42 Service users benefit from a safe environment and their views are welcomed and valued. EVIDENCE: The inspector found evidence of a proportionate and appropriate approach to health and safety. Both of the main staff members have received training in this area and policies and procedures are easily available. Fire training takes place and there are no obvious hazards in the building. On a day to day basis service users are encouraged and enabled to express their views and contribute the homes decision making process.
