Conditions of registration: Date of last inspection 20th April 2005 Brief Description of the Service: St Martins House is a care home operated by the St Martins Housing Trust, a Norwich based registered charity working with people who have experienced homelessness. The care home is registered to accommodate up to a maximum of 22 people who fall within one or other or a combination of categories: people with mental disorder, learning difficulties (excluding dementia) or physical disabilities. Service users may also have problems with substance or alcohol misuse. Although the care home does not offer specific rehabilitative services, service users are encouraged to develop confidence and skills to potentially enable them to ultimately acquire greater independence. The premises were originally designed to offer hostel accommodation to homeless people and as such fail to meet National Minimum Standards for a care home. This is an overview of what the inspector found during the inspection. This inspection was unannounced. Its purpose was to briefly look at the routine of the residents, chat with some residents and staff and make a tour of the building. Not all of the National Minimum Standards were inspected on this visit. For a more detailed picture of St Martins House the previous inspection report should be read as well. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7&8 Residents receive help and support from the staff and are consulted on changes affecting St Martins House. EVIDENCE: A resident outlined the support he received from the staff. He was very complimentary about the staff team and thought they did a good job with people who could present them with a range of challenges because of drinking or other problems. He felt St martins had made a difference to his lifestyle and that he had made progress over the time he had lived there. He particularly liked the holiday mobile home which the organisation has near the beach which residents are able to use for local breaks with the support of the staff. He also said that the food was good. This resident said he was free to come and go. There were a few rules, such as no drinking on the premises, but residents understood why these rules were in place. The residents are aware of the forthcoming plans to improve the building. This will involve a period of transition as parts of the building are demolished and reconstructed. One of the residents talked with on the day said that he was looking forward to the improvements.

Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 17 There is a choice of menu and mealtimes are flexible. EVIDENCE: Some residents were having their midday meal. The menu is displayed in the large dining room, though the chef reported that alternatives are always provided. Some residents have their meals in their rooms and their diet is monitored, e.g. for health reasons. Dietary advice from the community nurse is recorded. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 & 30 The building does not meet current standards, but substantial improvements are planned. EVIDENCE: As noted in the previous inspection report, the building requires considerable upgrading to provide acceptable standards of accommodation. This includes undersize bedrooms and the need to replace bathroom and shower facilities. However, substantial plans have been drawn up and shared with the Commission setting out the improvements which will be made. This will bring the premises up to a standard where they will comply with current regulations. Some of the bedrooms are currently being decorated as a short-term measure. JUDGEMENT – we looked at outcomes for the following standard(s): 32 & 34 A thorough recruitment process is in operation. Residents benefit from an experienced and stable staff group. EVIDENCE: The manager has a list of Criminal Records Bureau checks undertaken and the date on which she has viewed the originals at head office. It was agreed that the head office should supply the manager with a letter, each time a member of staff is employed, stating that an enhanced Criminal Records Bureau check has been undertaken and this can be kept on the staff file. No staff have left or been recruited since the previous inspection took place. Two members of staff were chatted with. They both commented on the strong support and team work and the good support they receive from the manager. This reflects a similar picture to that given at the previous inspection. The majority of staff have worked at St Martins for many years and are very experienced in supporting residents.
