Date of last inspection 20th April 2005 Brief Description of the Service: Hollywell Court care home cares for twelve older people in a purpose built property. It is situated on London Road close to the town centre of Oadby where residents have access to a variety of amenities. The premise consists of two floors and access to both floors is by use of the passenger lift or stairs. There are a variety of aids and adaptations in the home based on residents assessed care needs to support them in being more independent. The home has eight single bedrooms, five with ensuite facilities and three consisting of a vanity suite with hand-washing facility. There are two double bedrooms with ensuite facilities. There are sufficient toilet and bathroom facilities on both floors based on twelve residents residing in the home. The home has a garden to the rear of the premises. This is an overview of what the inspector found during the inspection. This inspection took two hours and forty-five minutes to complete. The outcome of the inspection was very positive in that five residents spoken with indicated that they are very satisfied with the care provisions in the home. Three staff members were spoken with as part of the inspection process. No Requirements were made. There was one Recommendation concerning making residents’ care plans available to staff members at all times or when required. A tour of the premises took place and the home is maintained to very good standards creating a homely environment. What the service does well: What has improved since the last inspection? Giving care staff members’ daily access to residents’ care plans could be managed better. Care plans are currently locked away and staff members do not have immediate access to the documents. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 3 and 5. The admission process is good in giving sufficient information about the services provided in the home. The assessment process works well in identifying residents’ care needs. EVIDENCE: One resident’s admission record seen indicated that the resident was given an opportunity to visit the home before moving in. The records also showed that a contract is given to the resident which include a Terms and Condition of residency which is signed by the resident. An examination of one resident’s assessment indicated that correct information about the resident’s care needs is recorded on the document. Conversation held with this resident confirmed that the assessed care needs is accurately documented on the assessment. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 9 and 11. The care plan and medication processes are effective in ensuring that residents receive good quality care. EVIDENCE: Detailed examination of one resident’s care plan indicated that clear guidance is written for staff members on how to provide suitable care to meet this resident’s care needs. One resident commented ‘The girls look after me well’. Observations made indicated that care plans are normally locked away and care staff members do not have immediate access to the documents. It is Recommended that all residents’ care plans are made available for staff members’ daily use or when required. Observation of the medication process indicated that staff members appear to be adhering to safe medication practices. One resident’s medication record was examined which was found to be up to date. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 15. Nutritious meals are given to residents which are varied and well presented. EVIDENCE: Discussion held with one kitchen staff member and five residents indicated that meals appear to be wholesome and nutritious. The menu seen on display in the dining room showed a choice of meals which are varied. Five residents spoke positively about meals and mealtimes. One resident stated ‘The food is alright, it’s good’. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16, 17 and 18. There is an adult protection and complaints procedure to respond to suspicion or allegation of abuse and to protect residents’ legal rights. EVIDENCE: An examination of the adult protection procedure indicated that good processes are in place to respond to allegations or suspicion of abuse. Two staff members spoken with were able to demonstrate good verbal knowledge concerning the protection of vulnerable adults. Conversation held with one resident indicated that she is aware of how to access the complaints procedure if needed. Good written information is displayed in the home on how to make a formal complaint. Conversation held with one resident indicated that she is able to exercise her rights to vote during government elections and to have access to advocates if the need arises. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 20, 22, 23, 24 and 25. The premises are comfortable, clean and hygienic to meet residents’ accommodation needs. EVIDENCE: Conversation held with five residents indicated that they are very satisfied with their bedrooms and shared facilities such as the dining room and lounge. One resident indicated that she was given the choice to take into the home her own personal possessions. Architectural plans seen prior to the inspection indicated that room sizes are suitable which was confirmed based on verbal statements made by five residents. One resident stated ‘I’m happy living here’. Observations made indicated that the home is very clean and hygienic. Five residents spoken with indicated that they are very satisfied with the cleanliness and décor of the home. Discussions held with two care staff members indicated that they appear to be adhering to safe hygiene practices in the home.

Adequate staffing levels are maintained for the protection of residents residing in the home. EVIDENCE: The staffing rota seen and observations made during the inspection indicated that there were sufficient care staff members on duty and that there is suitable skill mix of staff members on duty. Five residents spoken with indicated that they are satisfied that a staff member is available when needed. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 32, 33, 34, 35, 36 and 38. The home is managed well and staff members appropriately supervised for residents’ care and safety. EVIDENCE: An inspection of the quality assurance process indicated that there is a quality assurance questionnaire for residents and their relatives to complete. An examination of eleven questionnaire found that residents indicated that they are very satisfied with the care provision. An inspection of the financial procedures in the home indicated that robust processes are in place to safeguard residents’ monies. A certificate of insurance on display indicates that the premise and its contents are adequately insured for the protection of residents residing in the home. Dates of fire equipment seen indicated that regular checks are made in order to keep fire safety equipment in good working order.
