This inspection was carried out on 4th October 2006.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is (sorry - unknown). The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 15 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

Residents live in a homely and pleasant house. The decoration is good and people are encouraged to keep their own rooms tidy and clean. Residents clearly enjoy the company of Mrs Cocker`s dogs, and of her family when they visit. Sometimes residents go to her family gatherings. People living at the home like being there and feel safe. Residents have regular holidays and really enjoyed the trip to Ireland in September.

What has improved since the last inspection?

Mrs Cocker has done some first aid training. This will help her deal with first aid emergencies and so help in the health and safety of people living at the home. She has made some efforts to write down how she will make sure people are safe when they are doing things like keeping their own medicines and staying in the house on their own. She has also been working hard to make sure that one person has the money they are entitled to.Mrs Cocker has also improved how she writes down the things that residents do or what happens to them when they go to appointments at the hospital or doctors.

What the care home could do better:

There are 12 things Mrs Cocker needs to do by law, and which she has not done. This includes 7 things she has been told about before more than once and means that she and her son might be prosecuted. Mrs Cocker has to make sure that she talks to residents about their care and their needs. This includes what they want to do and what their goals are. These things need writing down with the residents so she can show how she is helping people to be independent and make their own decisions. She needs to keep going back to these things with residents to make sure that changes are properly looked at. She needs to look at the way she gives tablets and medicines to people to make sure this is as simple and safe as possible. She also needs to write down changes and look at how she makes sure by checking that people are able to manage their own medication. Mrs Cocker has not done any training to make sure that she understands the things the government expects of people who are supporting those with learning disabilities. She needs to do this so that she has knowledge to help her meet the rules as well as to show she can deliver a good quality care. She needs to talk to residents and other people who have connections with them or are involved in their care, about what they think of the home. She also needs to look at the minimum standards she does not meet and make sure that she improves the standards of her home.
