This inspection was carried out on 12th December 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Service users said that they like coming to Kingswood there are nice staff that are kind to them. They said they liked their bedrooms and were seen to make use of all the rooms and facilities. Service users said that they can choose what they would like to do and staff help them if necessary. There is a good staff team who work well together. They are committed to undertake regular training and continue to reflect on the systems of the home to ensure that things work well and are in the best interest of the service users. Relationships between the staff and service users are good. The manager is working hard to ensure the service users and staff are happy.

What has improved since the last inspection?

This was the first inspection since the home transferred to the ownership of the Local authority therefore it is difficult to say what has improved. However staff and service users did say that they had not noticed any changes to the previous good outcomes for service users and their families and were pleased that the running of the home had not been disrupted.

What the care home could do better:

Service users could not think of anything that the home could do better and were very pleased with the service they receive. Redecoration and refurbishment in both parts of the house will improve the appearance of some areas. Improvements should also be made to the outdoor lighting and the security of the drive and garden.

The house is accessed via an alleyway at the rear of some shops on a small crescent. The home is registered to offer short stay accommodation to 5 people with a learning disability. All bedrooms are single. Kingswood DS0000066284.V272758.R01.S.doc Version 5.0 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The inspection took place over three hours during the afternoon and early evening, was carried out as part of the regular inspection visits required by law and was unannounced. Prior to the inspection time was taken to review the information and plan this inspection visit. Although the home has been running for some time under the ownership of the North Warwickshire Healthcare Trust this was the first inspection since the home was transferred to the ownership of the Local Authority. The inspection included a tour of the building, discussion with three of the staff and the manager, discussion with several service users and a relative and observation of the life of the home. The method of inspection was to track the lives of several service users. This was achieved by speaking to them and their relatives about the service they receive talking to staff that provide their care and observing how everyone interacted. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8 & 9 Service users are supported to take risks, make decisions about their lives and can be confident that staff know their needs and goals. EVIDENCE: It was evident through observation and discussion with service users and staff that people are enabled to make their own decisions. Service users said they are able to make decisions about their lives and are supported to take risks. Staff discussed the needs of the service users and explained how these are met. It was evident through observation that staff endeavour to enable service users to make choices and encourage them to be as independent as possible. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13 & 16 There is a range of day and leisure activities available that enable service users to lead full and active lives. EVIDENCE: Through discussion with staff and service users it is evident that there are opportunities to participate in a variety of activities. Staff said that service users enjoy trips to the cinema and local pub. One service user said that he enjoys going into town shopping. Another service user said that he uses the home as a day placement for two days a week. His relative said that he is very pleased with the service his son receives, he was not happy in his last placement however has thrived in the smaller environment of Kingswood. He said that staff are very supportive and are sensitive to his son’s needs. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for the following standard(s): 22 & 23 Service users are protected from abuse and their views listened to, they can feel confident that they are safe and any concerns they have will be dealt with. EVIDENCE: Staff said they have received training in the protection of vulnerable adults and robust procedures for what to do if an incident is alleged are in place. Staff gave a good account of what they would do if they witnessed a service user being abused. Service users said they would speak to the staff or the manager if they had any concerns. The relative of one service user said that whenever he had raised any problems with the staff or manager they had always been promptly dealt with and resolved. He said he had every confidence in the staff team. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 & 30 In general the state of the building is satisfactory although it has been agreed that some work will take place in part of the building before service users are accommodated. EVIDENCE: The home was previously registered as two separate homes one long stay the other short stay. The two service users who lived in the long stay part of the building have since moved out. It has been agreed that before this area is used to accommodate service users it will be re-decorated and re-furbished. Some areas in the rest of the building are in need of improvement and the Local Authority agreed at the time of registration that this would carried out in the near future. The home is situated at the end of a long drive leading from an alleyway behind some shops. There are gates at the end of the drive which were open and a line of lights leading up the drive and several sited around the outside of the building. Staff said that with one exception these lights are currently not working and believe this is due to vandalism. Staff said they feel very vulnerable late at night and one person who is taken home by a taxi that picks her up at the end of the drive said that she gets the member of staff who is sleeping in to watch her as she walks down the drive. It was dark when the Kingswood DS0000066284.V272758.R01.S.doc Version 5.0 Page 14 Inspector left the home and although the one security light came on it was very dark going down the drive and it is understandable that the staff feel at risk. The local authority is strongly advised to fix the lights and improve the security. JUDGEMENT – we looked at outcomes for the following standard(s): 32 & 35 There is a good staff team who are knowledgeable and competent and meet the needs of service users in an effective and supportive way. EVIDENCE: Through observation and discussion with service users and a relative it is evident that there are positive relationships between service users and staff. Service users appeared relaxed and at ease with staff, staff were seen to encourage and enable service users. The manager explained that there have been no changes in the staff team for some time and everyone works well together as a team. Staff confirmed this to be the case. Staff were clear about their roles and responsibilities and the organisational structure of the team. Staff were pleased to have met the service manager who they said was very supportive. Staff said that they were pleased with the training that has been offered to them by the County Council and had booked themselves onto several courses.
