It is owned by Plymouth City Council and is a purpose built large detached property. The home is situated in a residential area of Plymouth and has pleasant views from the rear of the home across open countryside. Opposite the home has a Health centre that is newly constructed for the local GP practice. The home has stair lifts and a passenger lift to the upper floor has been installed. The home is on a bus route, and is within walking distance of local shops. The home has large communal areas, and has a large porch and hall area. The bedrooms are compact and are all single rooms. None have en suite toilet facilities but all rooms are near to toilets and bathrooms. Activities are provided regularly at the home to encourage independence and stimulation and the home is fitted with aids and adaptations to enable the service users to remain as independent as possible. The inspection took place over 1 1/2 hours and was an Unannounced inspection. A partial tour of the premises took place and 22 service users, 3 staff and the Manager were spoken with during this inspection. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 5 Service users can be confident that the home will offer trial visits prior to moving in. EVIDENCE: Several of the service users spoken with during this inspection confirmed that they had visited the home before they had moved in. One service user stated that they had an over night stay as well as a meal visit and that their family had visited the home with them before they confirmed about moving in. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 8/10 The staff and manager provide excellent personal and health care support to the service users in the home. EVIDENCE: Service users confirmed that they see both the GP and the District Nurse at the home or at the surgery. All medical visits are carried out in private and service user felt that their dignity was maintained at all times. Many of the service users spoken with stated that when they have their personal care needs carried out this is always done in the privacy of either a bathroom or their bedroom and staff respect their privacy. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12/13/15 The service users at Lakeside can be confident that the home offers excellent meals and family are welcome at all times. EVIDENCE: Several of the service users confirmed that there were activities arranged in the home but some stated that not all wished to attend. Several service users said that they have family members who visit them in the home. 22 service users were spoken with during this inspection. Many of the 22 spoken with were able to confirm that the quality of food was excellent. The service users also stated that their was always a choice of menu and that the food was plentiful, wholesome and nutritional. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 Lakeside Residential home service users can be confident that their complaints or concerns will be listened to and acted upon. EVIDENCE: Many of the service users spoken with during this inspection confirmed that they felt able to raise any concerns or complaints they had and that they would be listened too and acted upon. Many of the service users stated that the manager was very approachable and they see her regularly to check if they were happy. Many of the service users were able to confirm that they were aware that the home had a complaints procedure and was available if needed. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 23/24/26 Lakeside Residential Home continues to maintain a clean and suitable environment for its stated purpose. EVIDENCE: Many of the service users spoken with agreed that their rooms were suitable for their needs and held many personal possessions they had brought into the home. The rooms seen during this inspection were well presented, clean and fresh. Many service users were able to comment on the high standard of the cleaning in the home. Some service users stated that the house is always spotless and this was found to be so on the day of the inspection. Some rooms have had new chairs since the last inspection. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27/29 Ongoing staff training is encouraged enabling service users to receive the best possible service. EVIDENCE: Several staff members were spoken with during this inspection. The service users spoke very highly of all the staff in the home and commented on their excellent care skills. Many of the service users also stated that the staff would carry out extra tasks for them. Several service users felt that the home had sufficient staff on duty. All staff members spoken with during this inspection confirmed that they had received regular and updated mandatory training. This included Fire Safety, Manual Handling and First Aid. Several of the staff was able to confirm the completion of their NVQ. One staff member informed the inspector that during their recruitment process that they had completed a CRB check and had a comprehensive induction programme. Several staff had received regular supervision and one staff confirmed the completion of an appraisal form. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32 A competent manager who has the respect of the staff team and is highly thought of by the service users manages Lakeside Residential Home. EVIDENCE: Many of the service users and the staff spoken with during this inspection agreed that the home Manager was approachable and provide leadership within the home. Service users in particular could not speak highly enough of the Manager, the management team and the staff and of their skills and manner.
