What the care home does well

The people who use the service are comfortable and are well looked after by the staff. The manager is approachable for the residents to talk to her if they have a concern.

What the care home could do better:

There is a need to keep a clear and up-to-date money recording system. It is important for the home to keep the records of financial transaction including the receipts for each of the residents. The residents need to be consulted before items are bought for them. The home should buy items for each resident rather than buying in bulk and sharing them among the residents. This is because each resident has individual needs and preferences and that each person pays for their items.

The registration category for Lancam allows service users with physical disabilities to continue to receive care at the home when they pass the age of 65 years. There are four single bedrooms and four double bedrooms on the ground floor and first floors of the home. A shaft lift connects the two floors. There are three bathrooms, two of which have assisted baths and one en suite that is not used by the service user who is bed bound. There is a lounge and dining room on the ground floor. There is a large attractive garden to the rear of the home. The home is a Care Homes for Adults (18-65 years) Page 2 of 9 in a pleasant residential area close to local shops and transport links. Service users vary in age from early fifties to over eighty. The homes registration conditions allow this. The home has operating for many years but was bought by the current owner last year. Mrs Glenda Barker is the acting manager of the home. Fees charged at the home range between £700 and £1350. Care Homes for Adults (18-65 years) Page 3 of 9 What we found: We spoke to the manager and the provider about the residents money. We were told that the home is not an appointee for any of the residents. The residents have their relatives or accountants to manage their money. Some residents also manage their own money. We were informed that the residents make additional payments for services such as toiletries, hairdressing and chiropody. Some residents pay to the home through a monthly direct debit for these services. There was no recording system to show the receipt, expenditure and balance of the money received from the residents through the direct arrangement. We were only able to see some receipts showing that money has been paid to a hairdresser who comes to the home. We were told that three residents make a regular payment to the manager for toiletries and other essential services for which they are required to pay as per their contract. We checked the records, receipts and the cash which the manager keeps in the safe and found to be correct. The owner of the home said that the home covers extra expenses for some residents who do not have the money or do not wish to pay. He also said that toiletry items are bought in a bulk and then shared among the residents. We noted that this was not the best way of meeting the individual needs of a resident. The manager knows that the home needs to consult each resident before buying any items. The homes employers liability insurance was current. Yes R No £ Outstanding statutory requirements These requirements were set at the last inspection. They may not have been looked at during this inspection, as a random inspection is short and focussed. The registered person must take the necessary action to comply with these requirements within the timescales set. No. Standard Regulation Requirement Timescale for action 1 9 13(2) Records must be kept of the 30/06/2008 dates when bottles of medication in liquid form are opened. This will help the home know how long the medicines have been opened and consequently reduce risks to people who use the service. Details of allergies must be recorded on the medication administration sheets. This will prevent mistakes from occurring and ensures the safe administration of medication. 30/06/2008 2 9 13(2) 3 9 13(2) The registered person must 19/06/2008 ensure that all medicines administered in the home are recorded and signed for by the staff. When service users miss their medication for any reason, this must also be recorded by specifying the reasons. This will ensure that people receive the correct levels of medication. The registered person must investigate the reasons why there were gaps of medicines not being administered and signed for on some occasions by staff. Action must be put Care Homes for Adults (18-65 years) Page 5 of 9 in place to ensure that medication is safely stored and administered as prescribed. In this way the risk to the residents would be eliminated. This was an immediate requirement. 4 22 23(2) Bedroom windows on the first floor must be assessed and fitted with window restrictors. This will reduce or eliminate some accidents and incidents and ensures the health and safety of people who use the service. 30/06/2008 5 27 18(1) There must be a designated 31/08/2008 staff to do the laundry tasks. This would give care staff sufficient time to provide personal and social care to the people who use the service. All staff working at the home 30/07/2008 must have letters of employment which details terms and conditions of service. The registered person must ensure that the employment of any persons on a temporary basis should not prevent service users from receiving services that meet their needs. Quality assurance systems 31/08/2008 must be fully implemented. This would give the residents and their representatives an opportunity to have a say on the quality of services and facilities. The requirements made on March 18 2008 by the local 31/08/2008 6 29 18 7 33 24 8 38 23(4) Care Homes for Adults (18-65 years) Page 6 of 9 fire officer must be complied with. A written confirmation of this compliance must be sent to the Commission for Social Care Inspection. 9 38 23(1)(2) All matters raised on 28 November 2007 by the health and safety officer must be complied with.
