(PC) to service users of the following gender: Either Whose primary care needs on admission to the home are within the following categories: Dementia (DE) Mental disorder, excluding learning disability or dementia (MD) Date of last inspection Brief description of the care home Merrie Meade is a registered residential home and provides long stay care and accommodation for older people with mental frailty and illness associated with dementia and long-term care/support and accommodation for younger adults with mental health needs. The older people are cared for in the purpose built extension, Care Homes for Older People Page 2 of 10 0 2 0 7 2 0 0 9 Brief description of the care home which provides a suitable environment for their care needs. The younger people are accommodated in the main building. Merrie Meade is a large detached two-storey property with a two-storey extension, set in reasonable sized grounds with a summerhouse and two storage sheds, one of which is available for use by people who live at the home. The home is located on the outskirts of Newport within walking distance of the town centre shops and amenities. There is off road car parking to the front. Residents accommodation is provided on both floors. All but two bedrooms are for single occupancy, many have en-suite facilities. Separate communal facilities are provided for each service user group. There is a lift in the extension to provide access to the first floor. There is also ramped access into the garden leading from a side entrance of the ground floor. The home is owned by Merrie Mead Residential Home Ltd and managed by Ms Janice Gibson. Care Homes for Older People Page 3 of 10 What we found: One inspector visited the home on the 13th October 2009 to undertake an unannounced random inspection to assess compliance with a Statutory Requirement Notice. The visit lasted two hours commencing at 10am. The registered manager and registered provider were present throughout the inspection visit as was the person now undertaking regulation 26 visits to the home on behalf of the provider. The home had a key unannounced inspection in July 2009 when it was noted that two requirements made following the previous inspection in July 2008 had not been complied with. An additional four requirements were also made following the key inspection in July 2009. A Statutory Requirement Notice was issued on the 24th August 2009 with a compliance date of the 2nd October 2009. The Statutory Requirement Notice required that the home (i) ensures that all of the staff including the registered manager have undertaken training in respect of: Safe handling of medication Safeguarding adults Health and safety Dementia care Challenging behaviours Food hygiene Infection control The Mental capacity Act and deprivation of Liberty Safeguards The control of substances hazardous to health (COSHH) and Moving and Handling (ii) Have a system in place to ensure that training needs are identified and that staff receive training appropriate to the job they do. The registered manager and registered provider stated that they had not received the statutory requirement notice and were provided with a copy of this during the inspection visit. At the time of the previous key inspection the registered manager stated that she did not Care Homes for Older People Page 4 of 10 have a budget for training and that this was the reason that staff had not received all the necessary training. It was also seen at the time of the previous inspection that staff were starting to receive mandatory training with further training booked. The registered manager stated that she now has a budget for training. The registered manager provided the inspector with a copy of the homes training matrix. This evidenced that staff have continued to attend training since the inspection visit in July 2009. Training has been purchased from external providers and has been sourced from several local training providers including the college and hospital. The training matrix showed that most staff have completed all the training specified on the statutory notice with those who have not yet attended being booked on dates for October and November. The Registered Manager stated that some booked training had been canceled by the training providers and staff had been re booked onto courses in November. No staff had completed training on substances hazardous to health (COSHH) which had been listed on the statutory notice. The registered manager and provider stated that no COSHH training was available from any of the training providers. There was discussion as to alternative methods that this training could be provided and the registered provider stated that this will be sourced via a computer course. In addition to the training listed on the statutory notice the training matrix evidenced staff have attended other relevant training such as end of life care, equalities and diversity training and bladder and bowel control training. The inspector spoke with all staff on duty at the time of the inspection visit. They confirmed that they had attended lots of training and listed that attended which included the topics on the statutory notice and others on the training matrix. Care staff showed the inspector lists of people booked to attend future training and informed the inspector of training they were due to attend later in the week of the inspection. Care staff were positive about the training they had received and felt that this had helped them to understand the needs of the people they were caring for and to improve the way they cared for people. There are a few staff who have not yet attended all the training listed on the statutory notice and no staff have attended COSHH training. However the home does now have a training budget and training plan in place. Training that has been provided has been external and by recognized training providers. Unless people have clearly stated that they do not want a meal then one must be prepared for them.
