The inspector found no outstanding requirements from the previous inspection report, but made 1 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

Everyone living at Oaklands North has a care file, which contains care plans and risk assessments. There is a plan in place to refurbish the building, and this has been sent to the Commission. The plan details significant improvements to the fabric of the building. There are sufficient numbers of staff employed to be able to meet the needs of the people who live at Oaklands North.

What the care home could do better:

The care records of three people were seen and reviewed. Some short comings in the recording of information within care plans were identified. This was particularly withregard to specific care plans, and Mental Capacity Act (2005) information and assessments, including the Deprivation of Liberties Safeguards (DoLS.)

Date of last inspection Care Homes for Older People Page 2 of 8 Brief description of the care home Oaklands North Care Home is a purpose built forty bedded care home set on the outskirts of the village of Whaley Thorns. People who live at the care home are situated on two floors, each with its own lounge and dining areas. The care home is registered to provide nursing care for people with dementia (twenty places) and mental disorder (twenty places.) The ground floor is dedicated to caring for people with dementia with the first floor housing people with mental health needs. The home is within walking distance of the few local shops and GP surgery. The range of fees charged at the home are £355.81 to £665.52 per week with extra charges made for Chiropody, toiletries and newspapers. This information is taken from documents in the home during the last key inspection visit. Care Homes for Older People Page 3 of 8 What we found: This random inspection was triggered following concerns raised by colleagues at both the Primary Care Trust and Social Services. There have also been a number of safeguarding strategy meetings held in recent months, regarding people who live at Oaklands North. In addition the Commission has received information from an anonymous source about the quality of care at this care home. The care files of three people were seen, and there were care plans and risk assessments in place, which were being reviewed on a monthly basis. One of the files showed an individual with a potentially serious medical condition, there was a care plan for this, however it was found to be rather brief. The care plan did not provide staff with information about the condition or what to do if the condition deteriorated. There were also very few details about how this persons condition was progressing to inform any health care professional who was monitoring the individual. Following the introduction of the Mental capacity act (2005) there were no Mental Capacity assessments, and no information regarding the Deprivation of Liberties Standards (DOLS) in any of the care plans, this despite the fact that people living at Oaklands North either have a diagnosis of dementia or problems related to their mental health, and observations during the inspection visit raised questions over some peoples capacity or lack of it. In addition there are locked doors and the use of keypads to restrict peoples movement in and around the building, but no evidence of assessments or recording that decisions have been taken in peoples best interests. During a partial tour of the building, it was noted that some bedrooms had been redecorated, as well as a lounge area. A refurbishment plan has been submitted to the Commission by Southern Cross, which details a significant number of works throughout the building. The staffing rota was seen and reviewed. This showed that there were sufficient numbers of staff on shift to meet the needs of the people living at Oaklands North. In addition staff training records were also reviewed, particularly food hygiene, which were also discussed with the Environmental Health Officer. Staff training records were found to be correct.
