The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Discussion with the registered person noted the residents often go out on regular outings as a group or a one to one basis. One resident spoken to said, "I love going to the pub for a meal Sheila does look after us" Comments from the social workers were positive "Rivacre is a expertly run home" Another social worker said, "I visit the home regularly and find they have a thorough knowledge and understanding of my service users."

What has improved since the last inspection?

The building has been improved by some redecoration to communal areas and bedrooms with additional new chairs for the lounge area, which provides comfort for the residents.

What the care home could do better:

Further redecoration and refurbishment is required in the bedrooms to provide the resident with pleasant comfortable surroundings. The home has not employed any staff due to the small number of residents. However the recruitment documentation remains a requirement to be included in existing staff member records to ensure the proper checks have been carried out on the staff employed.

The home consists of five single rooms and three double rooms.There are sufficient bathroom and toilet facilities available for all residents aids and adaptations are availble if required. The home is situated near the centre of Blackpool close to the main shopping area and local bus routes. the property is terraced with seating area in the front garden. there are call bell sytems in all rooms with a stair lift to access to first floor. There is a kitchen and dining area with a large through lounge for the residents use. This inspection took place on the 18/08/05 over 5 hours and was unannounced. The Inspector spoke to the registered providers and four residents. Records of three residents were examined and general discussion with these residents took place during the inspection. A tour of the premises was undertaken. Examination of the homes documentation, policies and procedures formed the basis of the inspection. Comments from two social workers about the care practices of the home were also taken into account. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 3 The admission and assessment procedures were clear to ensure the care needs of residents are met. EVIDENCE: The records of three residents admitted had full assessment information and contracts. Social worker assessments examined had been obtained prior to admission and are thorough with regular review documentation on file. The homeowner attends the assessment of any potential resident with the social worker to ensure the resident is assessed properly and there needs can be met by the home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8,9,and 10 Promotion of health is taken seriously. Residents welfare is closely monitored and health needs are identified and met. EVIDENCE: Individual records are kept for each resident with a plan of care setting out in detail the action that needed to be taken by care staff to ensure all aspects of health, personal and social care needs of the residents were met. Care plans are reviewed regularly however the care plan of one residents records examined had been reviewed in two-month periods. The homeowner was informed care plans are to be reviewed monthly. Significant events had been recorded and daily entries made setting out the care given. One resident commented, “The owners are lovely nothing is to much trouble” Medication practices observed were safe and good records had been kept ensuring residents health is maintained. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14 and 15 Social activities and meals are both well managed, creative and provide daily variation and interest for people living in the home. EVIDENCE: Residents spoken to confirmed they enjoyed the food provided by the home. One said, “Its good and plenty” Another resident commented “I enjoy going out for tea”. All the residents are independent and observation of daily routines during the inspection confirmed they are flexible and relaxed. Two residents were just going out for a walk. Another resident said, “I just please myself as long as I let them know”. There are no restrictions on visitors and they are allowed at any time of the day or night and are encouraged by the homeowners to enable residents to build relationships with friend and families. Resident rooms seen had evidence of personal belongings, which provided residents with a homely and comfortable environment. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16 and 18 The arrangements for recording and reporting of complaints are good ensuring people feel listened to. The homeowners have good knowledge and understanding of adult protection issues, which protect residents from abuse. EVIDENCE: The home has a detailed complaints procedure, which is made available to all residents on admission and is included in the homes brochure ensuring the residents feel protected. One resident spoken said, “I know who to complain to” The homeowner confirmed she had covered abuse training on the NVQ (National Vocational Qualification) course and was aware of procedures to follow. The home has a complaints policy to make sure the residents and staff feels protected. There have been no complaints since the last inspection. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 and 26 The home was clean and tidy and reasonably maintained ensuring the residents comfort and safety in pleasant surroundings. EVIDENCE: A tour of the premises found the decoration and furnishings are being gradually improved and those areas are looking more welcoming and homely. However further redecoration and refurbishment is ongoing to provide the residents with comfortable surroundings, Examination of maintenance records showed there is a rolling programme of general repairs and renewal of the premises ensuring the comfort and safety of the residents is maintained. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 29 The policies and procedures for the recruitment of staff are good however documentation to prove all employment information is available must be on staff records, which provide safeguards for the protection of residents. EVIDENCE: There is a small part time staff team and records were not inspected. No staff has been employed since the last inspection. However Staff records must be updated to include all the information required by legislation is available and on staff files to ensure recruitment procedures are robust and residents are protected. EVIDENCE: There remains a recommendation the registered person should complete NVQ level 4 in management and care by 2005.
