CSCI found this care home to be providing an Adequate service.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

There are comprehensive care plans in place. People at Rocklee have thorough care management programmes agreed with professionals and the people concerned to encourage independece and autonomy. The focus is to support and encourage people until they can confidently move on and live independently in the community. The home works closely with social care, health and mental health professionals in order to provide a person centred service to meet individual needs. People told us about their recent five-day holiday in Scotland and were eager to talk about this and tell us how much they had enjoyed it. People`s life choices are promoted. One person prefers to spend the majority of their time in their own room. One couple are sharing a room and the home had provided facilities for them to make their own drinks in their room. One person enjoyed welcoming people into the home and was encouraged to make drinks for visitors. The home had a positive attitude to promoting people`s strengths. We saw good, professional interaction between staff and people who use the service. People were observed approaching staff with confidence and trust.

What the care home could do better:

No requirements or recommendations have been made as part of this report. At the time of the next key inspection we will monitor the outstanding recommendations relating to contracts of residency and the latest Quality Audit (Service User Satisfaction Survey). We are looking forward to seeing the utility room completely finished at the time of our next visit.

Date of last inspection Brief description of the care home Rocklee is a residential care home that provides a service for adults who on admission have mental health needs. The home is located on the outskirts of Stafford town centre, having easy access to a wide range of local transport and amenities. The property consists of two semi-detached houses, the interior structure of which has been altered to allow access throughout. The exterior of the property has been maintained as two semi-detached houses in keeping with the local community. Rocklee provides accommodation for eleven people and has seven single and two shared Care Homes for Adults (18-65 years) Page 2 of 8 bedrooms. En suite facilities are not provided. However, bathrooms and toilet facilities are conveniently situated throughout the home and are in close proximity to bedrooms and communal areas. Two lounge areas that are comfortably furnished and equipped are provided for communal use. The kitchen consists of two areas with one containing the cooking and dining area and another used as a utility area. There is also a compact laundry area at the rear of the property for communal use. The property stands in its own grounds with a lawned area and shrubs to the front, a private hard-landscaped area to the rear, together with car parking facilities. The care home has a current Statement of Purpose and Service User Guide so that people know what to expect from the service. These documents did not outline charges. Service users and their stakeholders should contact the care home directly to obtain current information regarding the scale of fees. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: The quality rating for this service is 1 star. This means the people who use this service experience adequate quality outcomes. At the time of the key inspection we found that the refurbishment work had been going on for some time. We considered that this was having an adverse affect on the quality of life and privacy of people who use the service. As a consequence, we made three requirements relating to the environment in the last report and agreed timescales for completion with the proprietor of 30 October 2008. The reason for this visit, therefore, is to monitor progress with the requirements and recommendations outlined in the Key Inspection report of 10 July 2008. It was pleasing to see that the proprietor had worked hard and the refurbishment and redecoration work was almost complete. The requirements we made for appropriate locks to be fitted to bedroom doors to promote privacy has been complied with. All bedrooms have been redecorated and refurbished and the care home was fully occupied. Work has been carried out externally to provide appropriate ramping and handrails to the rear entrance to promote the health and safety of people using the service and visitors to the home. People we spoke with told us they liked having keys to their rooms, although it was noted that one person left their key in the door. The proprietor confirmed that this was usual and was the individuals choice. There has been a focus on training for the manager, deputy and care staff in the home that includes Safeguarding (Protection of Vulnerable Adults from Abuse), medication management, various aspects of mental health training including challenging behaviour and sensory hearing. We spoke with a high number of people and received positive feedback regarding their lives at Rocklee. One person remembered our visit from July and eagerly told us that they have settled well and have decided to stay in the home. There is a friendly, welcoming atmosphere and people are busy but relaxed carrying out their alloted tasks and chatting with the manager and each other. The service had updated and reviewed its Statement of Purpose and Service User Guide to reflect current service provision. What the care home does well: There are comprehensive care plans in place.
