What the care home does well

People`s care needs in relation to their health, personal, emotional and social care needs are now recorded in an individual plan of care. This will ensure that care staff have the information they need so as to provide good care which meets individual`s care needs. Risk assessments are now devised for all areas of assessed risk. So as to ensure people`s safety and wellbeing.

What the care home could do better:

Where pain relief medication is prescribed for people who have limited and/or no verbal communication, a description of any "non verbal" signs of communication and how pain is experienced, should be recorded within a plan of care. Where people are prescribed "when required" medication to manage their behaviours, a plan of care must be in place detailing at what stage the medication is to be administered.

Date of last inspection Brief description of the care home Sea Breeze is a care home for older people, situated in a residential area of Clacton, opposite the library and within walking distance of the seafront, town centre shops and amenities. The home is a short walk from the railway station and is also accessible by bus. The property has some off road parking to the front and there is a pay and display car park nearby. The home can accommodate nineteen people; there are seven single rooms and six double rooms, twelve of which have an en-suite facility. Bedrooms, toilets and bathrooms are on the ground and first floor. Access to the first floor is by stairs. There is no passenger lift but there is a chairlift available. Communal areas Care Homes for Older People Page 2 of 8 Brief description of the care home consist of a lounge and a dining room. The garden to the rear of the property is a small paved area with a detached storage building, raised flower border and garden table and chairs. The home charges £390.39 a week for the service it provides, with additional charges for services such as dry cleaning, chiropody and hairdressing and for personal items including toiletries and newspapers. This information was given to us at the time of the last inspection. Care Homes for Older People Page 3 of 8 What we found: The reason for this inspection was to check compliance with the Statutory Requirement Notice dated 12th November 2009. No written representations by the registered provider were made to the Regional Director for the Eastern Region. You were required by 11th December 2009 to: 1. Prepare a written plan (the service users plan) as to how each service users needs in respect of their health and welfare are to be met. Ensure that when circumstances change, the care plan for each person is revised and updated accordingly so as to inform carers of the method and delivery of care and support to be provided. 2. Where service users are at heightened risk of harm, a risk assessment must address those risks, and adequately set out how those risks of harm are to be managed, so as to eliminate or minimise such risks. On the day of the site visit six people were observed to be present in the home. We looked at four care plans and in general, care plans are much improved and provide detailed guidance for staff on how to manage identified care needs of residents. Records showed that new care plan formats have been introduced since our previous visit to the service and these include formal assessments relating to peoples mental wellbeing, physical healthcare needs, personal risks, moving and handling, behaviour risks, pressure area care, falls, dependency and nutrition. Risk assessments were observed to be completed for all areas of assessed risk and included steps as to how these should be minimised and risks reduced so as to ensure peoples safety and wellbeing. There was evidence to show that since the new documentation has been implemented each of the care files had been reviewed. Records showed that the healthcare needs of people were being recorded, including evidence of outcomes from visits by a healthcare professional. Daily care records were observed to be more detailed providing evidence as to how people spend their day and staff interventions. The registered provider stated that all staff have been provided with instruction and guidance by her to complete care plan documentation and associated records e.g. food and fluid charts. However, the care plan for one person who was prescribed paracetamol for pain relief did not contain any description of any non-verbal signs of pain which may be demonstrated as was the instruction on the medication record chart. This person is also prescribed a medication when required to control behaviour, although the care plan carried detailed guidance on how care staff were to manage this persons behaviour, it did not include guidance on at what stage the medication could be used. In addition the care plan for one person was noted in some areas to contain inaccurate information which had been transferred to the new care plan format. This related specifically to information about their emotional care needs and mental wellbeing and how these present. We confirmed during the site visit with a member of care staff that the persons needs recorded did not tally with their actual care needs. During feedback with the registered provider we were advised that the information recorded related to a different person who no longer was resident in the home and was recorded in the wrong Care Homes for Older People Page 4 of 8 file and should have been removed. Apart from the minor deficiencies mentioned above, the requirements of the Statutory Requirement Notice are considered to have been met.
