This inspection was carried out on 22nd December 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Smalley Hall is registered to provide personal care and accommodation for up to 27 older people, male and female. It located in attractive surroundings on the outskirts of the village of Smalley, which lies within close proximity to the market town of Ilkeston accessible by public transport. Accommodation is over two floors and with a passenger lift provided. There are 23 single bedrooms and 2 double. A choice of communal bathrooms and toilets, a large lounge area and connecting dining dining room, together with a smaller sitting room and spacious conservatory. The latter opens onto a patio area and car parking space is also provided. People are provided with care and support from a team of care and hotel services staff led by the registered manager and with external management support. Fees charged per week are in accordance with peoples assessed needs determined either by way of via individually agreed private contract arrangements or for those who may be eligible, via local authority arrangements for funding. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? The registered manager for this service is Mrs Rosamunde Morley. The quality rating for this care home is 2 stars, good. The quality rating was made at our last key inspection on 5 June 2007. For the purposes of this review, we looked at all the information that we have received, or asked for, since our last annual service review on 3 June 2008. This included, The annual quality assurance assessment, AQAA that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. Surveys returned to us by people using the service and from other people with an interest there. Information we have about how the service has managed any complaints. What the service has told us about things that have happened there. These are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made for this service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment, AQAA when we asked for it. It was clear and gave us most of the information we asked for. Although there were some areas on the dataset which were not fully completed, including for some maintenance certificate dates, controlled medicines information and occupancy information. However, we have looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. People living in the home tell us that they are happy there. They are particularly pleased the care and support they receive and the overall atmosphere of the home. We received a number of comments from people about the service by way of survey returns. From 7 service users, 3 of their relatives and 4 staff from the home. These included, Provides a homely and friendly atmosphere. The staff are cheerful, aproachable and welcoming. Smalley hall is not a slick establishment, but the care and atmosphere is genuine, with staff who engage well with residents and visitors. Annual Service Review Page 4 of 6 The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide overall good outcomes for the people using it. What are we going to do as a result of this annual service review? The next inspection of this service will be based on the Fees and Frequencies Regulations 2007 and the assessment of risk of the service. Further clarity will become evident as the new registration and inspection system under the Health and Social Care Act 2008 is confirmed. However, we can inspect the home at any time if we have concerns about the quality of the service or the safety of people using it.
