Conditions of registration: Date of last inspection 12th May 2005 Brief Description of the Service: St Brannocks is a care home providing personal care and accommodation to 7 adults with a learning disability.The service is operated by a company and users attend day services at the companies main home The Rookery. St Brannocks stands in the Norfolk seaside village of Mundesley and is easily accessible to all community facilities and to bus links to the city of Norwich. The home has its own transport.The home is located in an Edwardian house and all users have their own bedroom. This is an overview of what the inspector found during the inspection. This inspection was unannounced and took place during the morning. The inspector was welcomed into the home by the service users and spent time in their company. He was also able to meet a relative and hear their views about the home and spend time with manager and a member of staff. What the service does well: What has improved since the last inspection? There are no significant areas for improvement although it was noted that NVQ training has yet to start and the recommendation in this respect remains in place. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,15 Residents have a range of appropriate activity and are enabled to enjoy personal and family relationships as wished. EVIDENCE: During his time in the home the inspector spent time with service users talking to them about their lifestyle and experiences. It was clear that people enjoy many opportunities and at the time of the visit two people were out attending a literacy group and others were going to a computer class later in the day. The mother of a service user was visiting the home and shared her views of the home with the inspector. These were extremely positive and she was keen to stress how her son had developed as an individual since moving there. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 The home manages service users medication in a safe and appropriate way. EVIDENCE: Whilst none of those living at the home are assessed as able to safely manage their own medication, they are encouraged to sign to acknowledge receipt of medication given to them. All medication is securely stored in the office and medication administration records seen by the inspector were accurately completed. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22,23 Service users living at St Brannocks are protected from abuse and are freely able to express their views. EVIDENCE: The service has received no complaints since the last inspection. Appropriate policies are in place to help protect service users and as in other areas policies are reinforced through staff training. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 Residents live in a safe, attractive and comfortable home. EVIDENCE: St Brannocks continues to offer service users comfortable family style accommodation. Whilst in the home the inspector was told of plans for redecoration and on that day new carpets for communal areas and some bedrooms were being chosen. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 35 The home has a consistent and caring staff team who enjoy a positive relationship with those they care for. EVIDENCE: There have been no changes to the staff team since the last inspection and the inspector was told that the two staff who are waiting to commence NVQ are still to start. During his time in the home the inspector spoke to one member of staff and observed interaction with service users. The person concerned is clearly committed to their role and enjoys easy and relaxed relationships with the residents. JUDGEMENT – we looked at outcomes for the following standard(s): 39, 42 The views of service users are valued and respected. Residents enjoy a thorough approach to health and safety. EVIDENCE: During the inspection the inspector spent time with all of the residents present and based on these discussions formed the opinion that they view St Brannocks as their home and somewhere that they can fully shape and contribute to. Health and safety records, policies and procedures were inspected and demonstrated a thorough and appropriate approach in this area.
