Date of last inspection Brief description of the care home Tapton Court is a purpose built home situated in the Crosspool area of Sheffield, which was first registered in 1996. Nursing and residential care is provided for up to 69 older people of both sexes with mental health problems. The home is a two-storey building with a passenger lift, and is fully accessible. Communal lounges and dining rooms are situated on each floor. All of the bedrooms are single, and all are provided with ensuite toilet facilities. Sufficient bathing facilities are in place. A central commercial type kitchen and laundry serve the home. A car park is available. There is easy access to

This random unannounced inspection was carried out following information we received from the serious incident meeting that was held by Sheffield Local Authority. The serious incident meeting was arranged so that two incidents that were of an adult safeguarding nature could be discussed with all relevant people. Sue Turner, Regulation Inspector carried out the visit. The site visit started at 11:40 and finished at 14:30. Maureen French, Managing Director of Amocura and Jackie Spiro, Area Manager, currently acting manager at Tapton Court were present throughout the inspection. Verbal feedback was given to Maureen French and Jackie Spiro at the end of the site visit. Following the visit from Sheffield contracting officers on 8th February 2010, the homes acting manager had been asked to provide an action plan, by 11th February 2010, detailing the actions they were taking in regard to staff training, staff recruitment procedures and staff supervision. The action plan was also to include other information concerning the environment, accident and incident information, care plans, communication and management of the home. We asked for information about the action taken in response to unsafe recruitment practises, particularly the information received on Criminal Records Bureau (CRB) checks. We found that the managers were in the process of undertaking remedial action to ensure that recruitment procedures were safe. We saw that the company had clear policies and procedures in relation to the recruitment of staff. However these policies and procedures had not been fully carried out. The managing director and acting manager confirmed to us that the companys recruitment policies and procedures had been updated. This meant that, in future when a person was employed at the home, the company auditor would check out the full recruitment procedure, carried out by the manager, so that they could be assured that no gaps had been left. The managing director and acting manager were in full agreement that due to the inconsistencies found in staff recruitment procedures, all staff files required auditing. Where gaps or inconsistencies were found, the managers said they would be taking prompt and appropriate action. The statutory requirements issued at the last key inspection were not checked at this inspection. These will be checked at the next key inspection.
