Each of the bungalows provides single service user bedrooms and offers a communal lounge, two bathrooms or shower rooms, a large kitchen. All bungalows are suitably equipped for wheelchair users. The laundry/utility room has been situated in the grounds of the home and the laundry is undertaken by the staff, from the three bungalows at different times of the day. The garden area has been landscaped and surrounds the three bungalows. A fence surrounds the garden area and this provides a safe environment for service users. Following concerns brought to the attention of The Commission the handling of medicines was assessed by one of the Commissions specialist pharmacist inspectors. We looked at staff training, policies and procedures, records of medicines given to people and talked to the senior member of staff on duty. The records and medicines supplies showed us that people were receiving their medicines correctly. Clear records were kept of all medicines coming into and leaving the home and of medicines that are given to people. The service has an open reporting culture when errors or problems are identified. Following the two recent occasions when medicines were not given as prescribed management and care staff met to discuss the issues and have jointly agreed on some changes to simplify processes with the aim of reducing the chance of future problems. Personalised care plans were available for all of the people whose records were checked. These described how people wish to take their medicines. In addition clear and detailed care plans were in place on how people were to be cared for should they have a seizure. These included when to give them any medicines that have been prescribed for them and when to seek medical help. People who use the service have their medicines given to them by care staff who have been trained. Staff had access to detailed written procedures on the safe handling of medicines. They did not however describe the practices in place in the home and referred staff to documentation that the home does not use. The procedures are currently under review and it is important that these issues are addressed so as to avoid any possible confusion in the way staff are expected to work. Some people were being given their medicines with food. In all cases this was done with multidisciplinary agreement and was seen to be in their best interests. All medicines were stored securely for the protection of people who use the service. There were no Controlled Drugs in stock when we visited. The home has cupboards that would meet the legal requirements for storing Controlled Drugs if they were correctly secured to the wall.
