This Random Inspection was initiated by a phone call to the Commission for Social Care Inspection (CSCI) regarding concerns over an un paid staff agency invoice This inspection took place before the publication of the last Key Inspection report, and therefore the rating identified on the front of this report is inaccurate The star rating of this home is currently 0 stars which indicates a poor service During this visit we met with the Registered Provider Mr Sabesen, to discuss the matter of the unpaid nurse agency invoice, and how he proposed to staff the home over the Christmas period given the present staff shortages We looked at the rotas for the period 19/12/08 to the 04/01/09 and identified twenty one shifts requiring qualified nurse cover by an agency during this period Eleven of these shifts had an Ambition nurse identified to work, however at this point the agency were withdrawing their staff until arrangements for payment of this invoice were confirmed The remaining ten shifts, at this time had no cover allocated We spoke with senior personnel at the agency who confirmed that until settlement of this agency invoice was confirmed, they would not be supplying any further staff to this home In addition to the qualified nurse shortages, we identified thirty nine shifts during this same period, that were short of Care Assistant staff, therefore also requiring agency cover However another agency was involved in providing the unqualified staff Due to the seriousness of the situation we considered applying for an urgent cancellation of the registration of this home in order to safeguard the residents, however following further discussions, both with the Provider, CSCI senior management and Northampton County Council, we agreed to giving the Provider twenty four hours to comply with an immediate requirement that would confirm the cover of all shifts between the 19/12/08 and the 04/01/09, and also detail a contingency plan should staff fail to arrive on duty When we returned to the home to check compliance of this immediate requirement, we met with the wife of the Provider who is presently the Company Secretary She was confident and understood the seriousness of the situation, which she said she had not been aware of She had drawn up a spreadsheet and with the help of the home manager, had provided the necessary information to achieve compliance of the immediate requirement Another Nurse agency has now been approached by the home, and has agreed to assist with the provision of qualified staff We will be monitoring this service closely, and have agreed to meet to discuss matters further in the new year What the care home does well: What they could do better: Care Homes for Older People Page 4 of 10 The service must ensure that invoices are paid so that the provision of staff is secured If you want to know what action the person responsible for this care home is taking following this report, you can contact them using the details set out on page 2 Care Homes for Older People Page 5 of 10 Are there any outstanding requirements from the last inspection?
