What the care home does well

On this visit were were not looking at any other areas of the service.

What the care home could do better:

The home`s recruitment systems would be strengthened if a check list was completed for each applicant as the essential information is obtained. All checks received should be dated and signed as seen by an authorised person to evidence the date they arrived and were approved as satisfactory. The application form does not make it explicit that full dates of previous employment are needed, so some applicants have just given the years they worked in each job. This gives applicants the scope to miss out previous jobs that they do not wish to disclose, for example if they were dismissed. A full and clear employment history is needed before Mrs Hope can demonstrate that any gaps in the history have been explored. The provider should review how the quality assurance processes can be developed so internal systems, such as recruitment, are monitored effectively so acceptable standards are maintained.

Care Homes for Older People Page 3 of 7 What we found: The reason for this inspection was to see if the requirement made at the key inspection on April 30th, relating to staff recruitment, had been complied with by the given date. Mrs Hope reported that she has reviewed all recruitment folders and taken steps to obtain missing references. The files sampled confirmed this. She reported that she is currently recruiting and showed evidence that the person has not yet started their employment as the CRB and second reference are still outstanding. Mrs Hope was not fully aware of her legal responsibilities, in regard to the need to obtain evidence of why a person left any previous employment with children or vulnerable adults. This requirement was added to the Care Home Regulations with the introduction of the Department of Health Guidance on the Protection of Vulnerable Adults in 2004. One file was seen where the applicant had worked at two relevant settings that Mrs Hope had not contacted for a reference or to establish the reason for leaving. On this occasion we have decided not to proceed with enforcement action for this one breach, however, the owners and Mrs Hope need to amend procedures to include this aspect of the law.
