Date of last inspection 12th May 2005 Brief Description of the Service: The Old Vicarage residential home is a gothic grade II listed building, providing care for up to 19 people. It is registered to provide care for people who need care due to old age. The home is situated in quiet and secluded large gardens and is in the heart of the village of Whitwick in Leicestershire. All rooms are single, the majority with en-suite facilities. Bedrooms are situated on the ground and first floor. There are two lounges a dining room and a kitchen. This is an overview of what the inspector found during the inspection. This inspection was unannounced and took place on a weekday, 25th October 2005, starting at 10.20am and lasting for two and a half hours. Twelve residents were spoken with during the inspection, all of whom gave very positive views about the home. Comments made include: ‘Top hole!’ ‘I like everything about [the home].’ ‘You can’t fault the staff’. ‘The food is lovely’. In addition, three comments cards had been filled in by residents, and seven by relatives/friends of residents. All gave positive responses to the questions. One relative commented: ‘Staff are all wonderful and good and always have time to listen’. The main method of inspection used was ‘case tracking’, which involved selecting three service users and tracking the care they receive through checking records, talking with the service users, looking round the home and observing care practices. At the last inspection, almost all of the key standards were checked. At this inspection, the inspector checked the remaining key standards, to make sure good care was continuing, and followed up requirements and recommendations made at the last inspection. The information given below is based only on the aspects checked at this inspection: Care records and daily records give good information about how any issues of concern, which have been noted by staff, are followed up. There is good information in the home for residents and visitors about what they can expect from staff. Residents are supported and encouraged to get involved in activities of their choice. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8 Residents’ health, social and personal care needs are met. EVIDENCE: Care plans have been improved, giving information about the changing needs of residents. Daily records show that issues, which have been noted in the care plans are followed up by staff. Some care plans include a personal history of residents, which gives a fuller picture of the individual and of what has been important to them in their lives. Accident records show a reduction in recorded falls, and that the home carries out a risk assessment after an incident occurs, to try and prevent any future accidents. Information is available in the home to residents and visitors about accidents and how staff should try to prevent falls, so residents are able to know what they can expect. Attention is paid to social needs as well as health needs. Residents are able to move around freely in the home, and some residents enjoy their own daily routine outside the home. A number of residents have, after encouragement and support from the staff, taken up (again) knitting, which they enjoy. Some

Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. EVIDENCE: Repairs, which were required after the last inspection, have been carried out. There is now a new carpet in one corridor outside the kitchen area. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 35 The management of finances safeguards residents’ interests. EVIDENCE: Residents are able to have varied arrangements for the management of finances. In some instances families help residents with all expenditure, in others money is passed to the manager to safeguard and spend on what the resident wishes. Age Concern is also involved to provide independent support. Receipts and accounts are kept of all monies spent on behalf of residents. Relevant policies are in place in the home, to make sure residents are protected – for example that staff must not accept gifts from residents.
