To be able to admit the named person of category MD named in variation application number V26615 dated 8:11:05 14th June 2005 Date of last inspection Brief Description of the Service: Westview Residential Home is a care home for older persons, situated in Glen Parva. The home accommodates up to eighteen service users, and also provides care for older persons who have dementia (up to nine places) or a mental disorder (up to nine places). The home is situated close to local amenities and on a bus route to Leicester city centre. Accommodation is on two floors, the upper floor maybe accessed by lift or stairs. The home has eighteen single bedrooms. There are two lounges, a small conservatory and a separate dining area available to service users. The home has a large attractive rear garden and parking for cars is available to the front of the property. Westview DS0000001684.V271369.R01.S.doc Version 5.0 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This unannounced inspection took place on a Tuesday afternoon. The Registered Manager was present throughout the inspection and the Registered Provider was present at the end of the inspection. A full tour of the building took place with care records, policies and procedures inspected. Five residents were interviewed. Discussions also took place with staff members and the Registered Manager. The resident group is made up of people with dementia, mental health difficulties and old age. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2,4,5 There are good assessment and admission procedures in place. EVIDENCE: Residents, and their family and friends are able to visit before entering the home. A month’s trial period allows residents to choose if this is the home for them. A review is held around this time to discuss this. A range of information is displayed in the hallway, alongside resident’s own mailboxes. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,11 Residents health, personal and social care needs are satisfactory and set out in an individual plan of care. EVIDENCE: Care plans are detailed and contain a photograph of each resident. Daily entries around the care of residents are made three times a day confirming residents care needs are being meet. The Registered Manager confirmed seeking views of residents and their families around death and dying when necessary. She spoke of ensuring sensitivity at all times around these issues. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 23-25 Westview is safe, clean, comfortable and well maintained. EVIDENCE: All bedrooms inspected were exceptionally clean, tidy and well presented. Staff had conveniently placed nightwear folded and ready for use on or by the die of the bed. Residents made the following comments: “There are books and puzzles for us. My bedroom is quiet and warm.” “It is always nice and clean. They are always cleaning here.” “ If anything is wrong we just tell the staff.” Residents were seen enjoying hot and cold drinks after their lunch. Dining room tables had a flower setting, mats and paper serviettes available. A resident told me “ The food is good here. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 28,29 Residents are in safe hands; and protected by the homes recruitment policy and procedures. EVIDENCE: The staffing rota reflects good deployment of staff. The Registered Manager is present in the home most days working alongside staff. Staff recruitment records were sampled and confirmed all the required checks are in place. New staff follows Westviews own Staff Induction and receive support and guidance from managers and have a probationary period to complete. Residents confirmed: “ Staff are very good. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31-37 The management and administration systems meet the Standards. EVIDENCE: Residents confirmed they would talk to any staff or the Registered Manager if they have any complaints. The complaints procedure is displayed in every resident’s room. One resident said, “It’s like a hotel here.” The Registered Manager has achieved her Managers Award in 2004 and subsequently undertaken a range of training relevant to the care of older people. There is clear leadership from an experienced Manager whom works almost daily in the home caring for residents. Resident’s views are regularly asked their views about the home and any improvements they would like to see. The cook confirmed resident’s talk to her about meals they like. Any wishes any preferences are promptly arranged.

A new staff member has undertaken her moving and handling training and is due to start National Vocational Qualification Training (NVQ). Almost all the staff group hold an NVQ qualification in care.
