Date of last inspection Brief description of the care home Windsor House is a care home providing personal care and accommodation for up to 10 adults with learning disabilities. The Registered Providers are Sarah and Robert Jeans. The present manager is not registered with the Commission. The home is located very close to the sea in the coastal town of Cromer and is close to shops, pubs and all local amenities. Windsor House is a large Edwardian terraced property with accommodation on four floors. The property has been in a poor state of repair but the Proprietor is in the process of making some improvements in the home. Service users are accommodated on the first three floors. On the day of this random inspection visit we found two staff on duty with 3 residents who had stayed at home with 2 away at various day care placements. We spoke to staff and residents to establish the care support offered in this home. We walked around the building to check on the outcomes of the past requirements and the senior carer was called to the home to assist with questions. Both the manager and owner were unavailable and no keys to access the office had been handed to the senior in charge. The environment is still in a poor condition with stained carpets, partial completion of internal alterations that have been ongoing for months and dirty unlit areas were still evident. 1 residents bedroom was noted to have a very stained bed base and another had a lot of clutter and dust about. One requirement at the inspection of Dec 2008 was for the removal of trailing wires from across a bedroom sink. This has now been rectified. Another requirement was the need to ensure taps ran with hot, temperature controlled water and this has also been fixed. Out of the 12 requirements set at the last inspection these two were the only ones complied with and with no access to the office some information could not be gathered to check such as residents finance records. The senior person in charge told us that she is unable to use the stairs and therefore relies on staff and residents to fetch and carry from floor to floor as and when anything is required. In an emergency this staff member would not be able to act responsibly and appropriately and resident could be at risk, especially when no other staff member is on duty. Another reason for this random inspection was to check all the CRBs to date with a requirement and promise of a current one outstanding being sent for and available for inspection. This could not be checked due to the absence of the owner and no access available to office records. Residents and staff spoken to reflected on the home being unsettled and this has led to some residents asking to be moved. Comments found in care plan reports of one resident shows there are problems with the care and support for this person and the most appropriate professional management approach to this problem does not appear to be in place. Staff must be trained and experienced in the correct care for people with complex needs to ensure person centred care is understood, in action and recorded. The home must be managed by an experienced qualified person who is suitable to carry out this professional role. This person should be registered with the Commission as soon as possible.
