Conditions of registration: Date of last inspection 21st July 2005 Brief Description of the Service: Windsor House is a care home run by City of York Council and registered to provide a service for 31 older people of either gender aged over 65 years who do not have any specialist requirements. Up to 6 day care places are available. The home was purpose-built approximately 35 years ago and is located in Acomb. It is within walking distance of local amenities. There are extensive well-maintained gardens. The accommodation is provided in single rooms on two floors. The upper floor is accessible via passenger lift. This is an overview of what the inspector found during the inspection. The inspection took place on 19th January 2006.This unannounced inspection was limited as there had been a full inspection on 21 July 2005.The inspection lasted 3 hours plus 4 hours preparation time. Time was spent having a tour of the home, observing the staff and their interactions with the service users. Discussions with staff and service users took place and staff files were inspected. A check was made as to whether the home had complied with the requirements and recommendations from the previous inspection. Feedback was left with the manager at the end of the inspection. What the service does well: What has improved since the last inspection?
The new manager is working to improve the assessment of service users needs. There are no service users at present whose care needs cannot be met by the home. The manager goes out to assess any prospective service users in their own home or hospital and understands the need to review care needs. The manager now has access to all of the staff files and these are stored in the home. Medication records are clear up to date and accurate and are well organised. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Service users are protected by the homes policy and procedures for dealing with medicines. EVIDENCE: The medication records of all of the service users were checked, and these were found to be clear and accurate, with an up to date photograph of each service user in place. The pharmacist is in contact with the home and regularly visits - this helps to support the safe administration and storage of medication. JUDGEMENT – we looked at outcomes for the following standard(s): 28 and 29 Service users are protected by the homes recruitment policy and practices, however the home has insufficient numbers of trained care staff. EVIDENCE: The City of York council have now handed over staff files to the care of the registered manager, and these can now be stored in the home.5 staff files were inspected and the documentation required by regulation i.e. written references and criminal record bureau checks, was present and satisfactory. The home has a robust recruitment policy that will support and protect the service user. There are insufficient numbers of staff, less than 50 , that have obtained NVQ 2 qualifications.
