This inspection was carried out on 9th October 2006.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Good. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector found no outstanding requirements from the previous inspection report, but made 5 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

The homes premises are suitable for its stated purpose, accessible, safe and well maintained, meets service users individual and collective needs in a comfortable and homely way. The service is well managed and run in the best interests of service users and which ensures their health and safety is promoted and are assured their needs will be assessed prior to staying at the service and which includes specific individual needs. [Cultural and diversity needs are well addressed.] Service users are able to make lifestyle choices about their daily routines and meals and continue to attend their usual day care placements and routines within the home are flexible due to the nature of the service and who is staying at the time. Care plans reflect this and the manager described how one service user`s social skills had developed since using the respite facilities. Service users needs are assessed and their changing needs and personal goals are mostly reflected in their individual plan. Service users personal and healthcare support needs are met. Service users are supported by, staff in sufficient numbers, who are mostly suitably trained and supervised. Outcomes for service users are positive.

What has improved since the last inspection?

Record keeping in relation to dates on records, were improved and care plans and risk assessments have been developed. Medication practices are improved and effective policies are in place.

What the care home could do better:

The section of service users or their representatives agreement within the care plans was not evidenced within the sample seen. Attention is needed to ensure that care plans and risk assessments are implemented for behaviours or needs identified by staff within the daily diaries, particularly where service users are at risk of self -harm. Some improved practice is needed in some areas of medication management to ensure the safety of service users is not compromised. The systems in place to protect service users from abuse need to be reviewed to ensure they fully protect those who use the service, in relation to notifications, financial systems and behaviour management strategies and staff training for this. Requirements have been set in relation to these aspects. Further development of the leisure and recreational provision would be beneficial to those using the service.
