The home offers 24-hour care for 2 people with a learning disability. There is a local bus route nearby giving access to Gillingham town centre. The service provides two single bedrooms on the first floor. One member of staff is on duty at night and the company has an on-call system for emergency cover. Catering, domestic work, gardening and administration is dealt with by the manager and support workers. Residents are encouraged to take part in daily activities to the best of their abilities and they are helped to have ready access the local community and amenities.

What did we do for this annual service review? The Commission looked at the information received or requested since the last key inspection. This included: 1. The annual quality assurance assessment (AQAA) sent to the Commission by the manager. This is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 2. Information about how the service has managed any complaints. 3. What the service told the Commission about things that have happened in the service (these are called notifications and are a legal requirement). 4. The previous key inspection and 5. Relevant information from other organisations. What has this told us about the service? The Commission acknowledges receipt of an AQAA that was helpful in this exercise of assessing the level of support provided to residents and in preparing this annual service review. The last inspection carried out by the Commission took place in September 2008. The report of this inspection contained no requirements. Since then, MCCH has advised the Commission about how plans for modernising all sections of the service is proceding. According to the 2009 AQAA, plans for continuous improvement are being put into action at Leyton Avenue are, for example: 1. Continuing with person-centred planning and encouraging residents, within this framework, into looking at moving on into their own accommodation if that is what they choose. 2. Updating premises and residents risk assessments. 3. Incorporating a traffic light system electronically written for better communication for hospitals. The intention is to have the person-held health record available electronically and to remove the (Medway) part of the document. 4. Continuing to liase with care mangers on residents health needs and to review all support plans on health. 5. Continuing to ensure that residents family and friends know how to complain or make their views known. The AQAA describes in detail how this is being done. As an example of quality assurance, a quality monitoring questionaire for families and friends is used. All staff receive Safeguarding Vulnerable Adults training with regular updates. All Incidents are recorded on the relevant paperwork and Regulation 37 forms are sent to the Commission as appropriate. The Commission is aware that close attention is Annual Service Review Page 4 of 6 given to medication administration and, where errors are identified, action is taken for the benefit of residents and staff. 6. The premises are being properly maintained. 7. Within the arrangements in place for modernising the service, staff transfers are taking place. The needs of residents are being closely assessed and monitored. The Commission has recently been advised by MCCHs deputy service development manager of the manager now associated with each residential home. The manager of Leyton Avenue is completing NVQ Level 4 in Leadership and Management in Care Services (formerly the Registerd Managers Award). The AQAA outlines the current challenges faced by the group and refers to how some barriers are being addressed. The service has, the AQAA claims, a clear policy on equality and diversity and supports residents who have varying abilities and disabilities. The AQAA contained a declaration that all premises safety checks have been carried out and that all associated safety certificates are in place. The Commission understands that there are currently no safeguarding alerts being investigated by local authorities. Copies of all relevant policies and procedures are said to be maintained by the service and these are available to members of staff. What are we going to do as a result of this annual service review? The most recent inspection was carried out in September 2008. We are not going to change our inspection plan schedule for the service and will do a key inspection by August 2010.
