117 A + B Hitchin Road is one of five registered care homes within Bedfordshire managed by Home Farm Trust. HFT are a nationwide provider for people with learning disabilities. The home is situated on the outskirts of Shefford, which has a number of facilities including shops, pubs, restaurants, and a library. The home provides its own transport in the form of two domestic scale vehicles. There is ample parking space, shared with the organisation`s headquarters/day care facility, which is adjacent to the home. The building has been divided into two units - Once more House and Apple wood House, and provides accommodation for 12 adults with learning disabilities. Each unit has been designed to accommodate six adults, with separate and independent sleeping and communal facilities. Each has its own lounge, dining room, kitchen, bathing and toilet facilities, and individual bedrooms for all service users. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we had received since the previous key inspection on 15th February 2009 when the service received a good 2 star rating. The Annual Quality Assurance Assessment was sent to us in November 2009 and completed by the Registered Manager. The AQAA is a self assessment that focuses on how well outcomes are being met for people who use the service. It provides the service with an opportunity to inform us what they are doing well and what areas need improvement. Surveys were sent to people who use the service and to various health and social care professionals. We look at what the service has told us about things that have happened within the service and to people who use the service. We receive this information via notifications and are a legal requirement. The findings from the previous key inspection and the results of any other visits we have made in the last 12 months are included. Relevant information from other organisations and what other people and professionals have told us about the service may be included. What has this told us about the service? The Annual Service Review (ASR) evaluates information about how the service maintains or improves the quality of care. It enables the service to demonstrate how they measure the outcomes for people who use the service and has managed any complaints: the AQAA stated that the service had received one complaint in the past twelve months which had been dealt with within 28 days. The service notified the Commission of safeguarding issues that occurred and how they were dealt with. Surveys reflected that service users were satisfied with the service that they received. People told us that they liked the food and the service did lots of things well including provide help. One person told us that there was nothing that the service could improve upon. Two people told us that they would like more activities and staff to spend more time with them. Staff were positive about communication within the team and the level of support people received but felt that they could offer more college days to more able service users. Staff highlighted that they would like more time to spend inputting service user information on the computer and fewer last minute alterations to the rota. Staff raised the issue that instructions needed to be listened to and that the manager needed to work with staff who under performed. All staff surveys reflected that people who use the service received a high standard of care and support. Annual Service Review Page 4 of 6 The AQAA states that the service continues to provide a homely environment for people that they support. People are encouraged to make choices about daily activities and supported in meeting their emotional and physical needs. Staff are supported to do their work through ongoing training and equality and diversity are promoted through the organisation. Over the next twelve months the service aims to improve the environment, maintain staffing levels, increase training and continue to assist people who use the service to set goals. The service recognises that the recording system can be improved and aims to make it more accessible to people who use the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will review the type of inspection we will conduct by 15th February 2011. The reasons are that there have been very few changes reflected to the current service and the manager has demonstrated what improvements are planned.
