Aston House is a converted Victorian house registered to provide care for 5 people with a learning disability. It is situated close to local shops, bus and train stations, and can be reached easily by public transport. There is however, limited parking available in the road at the front of the house. The home has bedrooms on the ground and first floors, one bedroom has en-suite facilities and another has sole use of a separate shower and toilet facilities. In addition there is one bathroom on the first floor and a shower and toilet to the ground floor, and stairs leading to the first floor. There are two communal lounges, one on each floor, a dining room and a large kitchen diner that leads to a pleasant, well-maintained garden with a patio area that has tables and chairs and games for the residents. The home has its own transport to take the residents to the day centre and to other activities. Mrs Beth Wallis has managed the home since it opened and is an enthusiastic and caring manager. The home can be contacted by telephone, fax or email. The weekly fees are negotiated on an individual basis according to the residents` needs. What the care home does well The records kept by the staff on the frequency of the tests on the fire system are up to date. Information to staff on how to evacuate people is updated regularly. What the care home could do better: Risk assessments for the safety of people using the fire escape, must be updated. The bathroom and toilet near the new bedroom must have an extractor fan fitted. The glass to the new bedroom, could have been assured safe at the point of construction. Care Homes for Adults (18-65 years) Page 3 of 7 What we found: The reason for this inspection was to follow-up issues and comments received from the Fire Officer, about fire safety and evacuation for the group of residents and staff. We visited the home on a weekday morning, and the visit lasted three and a half hours. We had a tour of the home, and spoke to some residents, staff and the manager. We looked at the fire and evacuation system and the new building work creating a bedroom from an existing garage, and the other changes creating a new laundry, dining room and lounge. We looked at the training for staff to enable them to care for people safely. We contacted the companies insurer to ensure the continuation of the terms and conditions within the policy, for both the public liability and buildings and premises. Since the Fire Officer highlighted the deficiencies in the fire and evacuation system the manager and staff have commenced the improvements needed to ensure peoples safety. There are two issues remaining that the Fire Officer has required to be upgraded. The open area outside the home currently used for the waste bins has to be made safer for the person residing in the bedroom above. The glass to the doors and window of the new bedroom, have to be upgraded to ensure the safety of people using the fire escape from the first floor. Specific risk assessments for the safety of people using the fire escape had not been updated. We spoke to the staff, who assured us that fire and evacuation training was ongoing, and they were aware how to evacuate the building. We looked at the records kept by the manager. These informed us that staff test the fire alarm and emergency lights on a regular basis. The fire risk assessment has also been updated.
